2.         Conflicts of Interest

Councillor Dixon declared a conflict of interest in “Item 6 – Hawke’s Bay Arts Festival – 2017 Update” and Mayor Hazlehurst would Chair the meeting for that item.

 

 

 

3.         Confirmation of Minutes

That the minutes of the Social & Cultural Development Committee Meeting held Tuesday 31 October 2017 be confirmed as a true and correct record and be adopted.

Update on Phase One of Draft Hastings District Arts & Culture Strategy 2018 – 2021

A)        That the report of the Community Grants and Projects Advisor titled “Update on Phase One of Draft Hastings District Arts & Culture Strategy 2018-2021” dated 12 December 2017 be received.

CARRIED 

 

 

With the agreement of the meeting Item 6 was taken out of order.

 

Councillor Dixon having previously declared an interest withdrew from the meeting table and Mayor Hazlehurst assumed the role of Chair.

Hawke's Bay Arts Festival - 2017 Update

(Document 17/1238)

 

 

Mr Leiser displayed a powerpoint presentation (CG-14-7-00032) providing a brief overview of the Community Arts Projects in 2017.

Three members of the Education and Ambassador Programme spoke to the meeting on how the programme had benefited them.

A)        That the report of the Group Manager: Community Facilities & Programmes titled Hawke's Bay Arts Festival - 2017 Update dated 12/12/2017 be received.

B)        That the update from Arts Inc. Heretaunga on the 2017 Hawke’s Bay Arts Festival be received.

C)        That ongoing funding options for the Hawke’s Bay Arts Festivals beyond 2017 be presented to Council in early 2018 and considered for inclusion in the Draft Long Term Plan.

With the reasons for this decision being that the objective of the decision will contribute to meeting the current and future needs of communities for good quality local public services in a way that is most cost-effective.

CARRIED 

Councillor Dixon reassumed the role of Chair.

 

 

5.

Joint Alcohol Strategy 2017

(Document 17/1209)

 

 

The Team Leader Strategy and Projects, Ms Stettner displayed a powerpoint presentation (COP-03-06-03-17-226) providing an overview of the background to the Joint Alcohol Strategy 2017.

 

 

Councillor Kerr/Mayor Hazlehurst  

 

A)     That the report of the Team Leader Strategy & Projects titled Joint Alcohol Strategy 2017 dated 12/12/2017 be received.

 

B)     That the Joint Alcohol Strategy 2017 (COP-03-06-03-17-225) be adopted.

 

C)     That the Chief Executive report back to Council on opportunities for Council to lobby local MPs, Local Government New Zealand (LGNZ) and Central Government with the goal being to reduce alcohol harm in the community.

 

With the reasons for this decision being that the objective of the decision will contribute to meeting the current and future needs of communities for local public services in a way that is most cost-effective for households and business by providing an evidence based Strategy to reduce alcohol related harm in the Hastings District.

7.

Multicultural Strategy

(Document 17/1273)

 

 

Following discussion in regard to a Multicultural Strategy, relating to Council’s Treaty framework, policies, strategies and Maori, the Chief Executive undertook to prepare a report for Council’s consideration.

 

 

Councillor Harvey/Councillor Schollum

 

A)        That the report of the Team Leader Strategy & Projects titled Multicultural Strategy dated 12/12/2017 be received.

 

B)        That a Multicultural Strategy Working Group comprised of community representatives and leaders be created to develop key aspects of the Hastings Multicultural Strategy.

 

C)        That officers report back to the Committee on the membership and Terms of Reference of the Multicultural Working Group in 2018.

 

With the reasons for this decision being that the objective of the decision will contribute to meeting the current and future needs of communities for good quality local public services in a way that is most cost-effective for households and business by developing a Strategy that enables Council to better engage with and understand the needs of different cultural communities in Hastings.

A hand vote was taken with 8 FOR and 6 AGAINST

 

The Motion Was CARRIED

 

Councillors Heaps and Poulain requested their votes AGAINST the Motion be recorded.
