1.0 BACKGROUND
1.1 This report is an addendum to / supplementary information relating to Item 4 of the Temporary Road Closures Subcommittee agenda addressed on 25 January 2018 regarding the Sanitarium Weet-Bix Kids Tryathlon.
1.2 Following the 25 January 2018 Temporary Road Closures Subcommittee meeting, Mr Ivan Aplin, who is preparing the Traffic Management Plan for the Weet-bix Kids Tryathlon organisers, was advised of the Subcommittee’s decision.
1.3 In subsequent phone conversations with the Transportation Officer, Mr Robson, Mr Aplin queried two aspects of the 25 January 2018 decision, and was advised that if he wished to pursue his concerns about the decision the matter would need to be referred back to the Subcommittee.
1.4 Mr Aplin subsequently sent in an email, on 31 January 2018 (Attachment 1) with four attachments, including his submission on behalf of the Kids Tryathlon, in the form of a memo.
1.5 Mr Aplin questioned why Lyndhurst Rd could not be temporarily closed in only one direction (i.e. stopping traffic only on one side of Lyndhurst Road) as per the application.
1.6 Mr Aplin accepted that a detour sign would be erected at the intersection of Nottingley Road / Ikanui Road, as the Subcommittee requested, to advise motorists turning off Omahu Road that they could not travel down Lyndhurst Road.
1.7 Mr Aplin had advised Mr Robson, that in the past Council had allowed the closure of only one lane of Lyndhurst Road when this event was previously held. Officers felt that it could be unwise to close only one lane of a road, that was not median divided, as competitors’ safety could be at risk due to potential ‘conflict’ between two different types of road users on the same road at the same time – i.e. vehicles and the competitors.
1.8 However, there is no guidance in the Transport (Vehicular Traffic Road Closure) Regulations 1965 regarding the authority of the Subcommittee to approve the closure of a road in only one direction.
1.9 Mr Aplin also queried the reason for extending the road closure on Frimley Rd, from Frimley Ave down to Hapuka Street.
1.10 It is the right turn from Frimley Ave into Frimley Rd that is considered a potential hazard if racing cyclists ‘cut the corner’. Therefore, Officers had recommended to the 25 January 2018 meeting, that the temporary road closure be extended to Hapuka Street to cover this safety issue. Officers had considered that this amendment to the original application was necessary for safety reasons and had worded the 25 January 2018 recommendations accordingly and the Subcommittee had agreed.
2.0 Assessment of Options
2.1 Option 1: That the decision of the Temporary Road Closures Subcommittee made at its 25 January 2018 meeting in regard to the Sanitarium Weet-Bix Kids Tryathlon, stands. The minutes of that meeting are included as (Attachment 2).
OR either Option 2 or Option 3 as follows, or a combination of both these options, as requested by the Applicant:
2.2 Option 2: That an amendment be made to the decision of the 25 January 2018 Temporary Road Closures Subcommittee meeting in regard to the Sanitarium Weet-Bix Kids Tryathlon - that Lyndhurst Road be closed only in one direction, from Pakowhai Road to Nottingley Road, permitting traffic to travel along Nottingley Road in a northbound direction – i.e. only allowing traffic to travel down Lyndhurst Road from Nottingley Road to Pakowhai Road.
2.3 Option 3: That an amendment be made to the decision of the 25 January 2018 Temporary Road Closures Subcommittee meeting in regard to the Sanitarium Weet-Bix Kids Tryathlon - that the closure of Frimley Road be shortened as requested in the application and in the submission from Mr Aplin, dated 31 January 2018 – i.e. back to Frimley Avenue.
