That apologies for absence from the Environmental Consents Manager, Mr Murray Arnold, and from The Acting Environmental Consents Manager – Mr Caleb Sutton be accepted.

Glengarry Road - 17 February 2018; Pohokura Road - 18 February 2018; and Mokamoka Road - 11 March 2018 - HB Car Club - Temporary Road Closure

It was noted that the two dates in Paragraph 5.4 should have read Saturday, 10 February 2018.  If the proposed road closure was approved, this was the date the formal public notification would appear in the newspaper.

 

Councillor Lyons/Mr Pannu

A)        That the report of the Transportation Officer titled Glengarry Road - 17 February 2018; Pohokura Road - 18 February 2018; and Mokamoka Road - 11 March 2018 - HB Car Club - Temporary Road Closure dated 8/02/2018 be received.

B)        That, there being no submissions received, the Council approve the temporary road closure for Glengarry Road, Pohokura Road, and Mokamoka Road. The road closure will be between 9:00am and 6:00pm. Saturday, 17 February 2018, Sunday 18 February 2018, and Sunday 11 March 2018 respectively.

C)        The Council approve the above temporary road closure subject to the following conditions to be complied with to the satisfaction of the Group Manager: Asset Management:

 

1.      This event is conducted in accordance with the New Zealand Transport Agency Code of Practice Temporary Traffic Management (CoPTTM).

 

2.      The Traffic Management Plan including provision for appropriate signage are approved by the Traffic Management Coordinator acting under delegated authority.

 

3.      The Traffic Management Plan must be complied with including any specific conditions.

 

4.      A copy of the relevant liability insurance policy is received.

 

5.      That the cost of all advertising is met by the event organisers.

 

6.      Emergency Services are contacted regarding the holding of this events with details of the date, locations and time frames.

 

7.      As per the Traffic Management Plan provisions - all emergency services will be accommodated and access provided through the site as required.

 

8.      (i)      The applicant is responsible under the Health and Safety at Work Act 2015 for all health and safety risks associated with this activity and must take reasonably practicable steps to ensure the safety of all persons during this temporary road closure.

 

(ii)     And, the applicant has in place at all times, appropriate Health and Safety measures (to prevent harm to any persons), including (but not limited to) any measures provided for in the submitted Health and Safety Plan including any conditions attached in the plan.

 

With the reasons for this decision being that the objective of the decision will contribute to the good quality local infrastructure by:

i)    That the use of the above listed street/roads for these short periods of time will not unreasonably impede traffic.

ii)   Allowing the above temporary road closure the organisers can undertake their event in a safe and controlled environment with all risks minimised and managed.

5.

Temporary Road Closures - 21 February 2018 - Go By Bike To Work

It was noted that in Paragraph 5.4 the reference to the event should have read “Go By Bike Event” rather than referring to a wine auction.

In Paragraph 5.2 the street referred to should have read Karamu Rad South.

Officers were still waiting for the Event Safety Plan and the Subcommittee approved the proposed temporary road closure, subject to receipt of the Plan and its approval by Council Officers.

A)        That the report of the Transportation Officer titled Temporary Road Closures - 21 February 2018 - Go By Bike To Work dated 8/02/2018 be received.

B)        That, there being no objections received and subject to receipt of an Event Safety Plan which is approved by Council Officers, the Council approve the following temporary road closure subject to the following conditions to be complied with to the satisfaction of the Group Manager: Asset Management:

That Karamu Road South between Eastbourne Street East and Heretaunga Street East be closed from 6:00am until 10:00am, Wednesday, 21 February 2018.

1.  This event is conducted in accordance with the New Zealand Transport Agency Code of Practice Temporary Traffic Management (CoPTTM).

2.  The supplied Traffic Management Plan, containing appropriate signage be approved.

3.  The footpath along the eastern side of Hastings Street will remain open to allow continuous pedestrian access.

4.  That the cost of all advertising is met by the Hastings District Council.

 

5.  Emergency Services are contacted regarding the holding of this event.

 

     (Note): As per the Traffic Management Plan provisions - all emergency services will be accommodated and access provided through the site as required.

 

6.  The Council will not accept any liability for damage of any kind, caused to any person, vehicles, property or business that occurs within or outside the road corridor arising from the closure of the road corridor and any activities within it.

6.

addendum to sanitarium weet-bix kids tryathlon addressed on 25 january 2018

Following receipt of a submission from Mr Ivan Aplin, who was preparing the Traffic Management Plan and the Traffic Management Diagram for the Weet-bix Kids Tryathlon organisers, the Temporary Road Closures Subcommittee addressed the submission and reconsidered the previous decision it had made, on 25 January 2018, in regard to this application.

The Subcommittee addressed the proposed closure of Lyndhurst Rd only in one direction (from Pakowhai Road to Nottingley Road) and clarified with Council Officers that safety concerns had been taken into account by the event organisers and addressed by the associated Traffic Management Plan and the Traffic Management Diagram (Record No: CG-14-16-00182)

The Transportation Officer, Mr Robson confirmed that the proposed closure of only one side of the road had still necessitated that Council work through the Road Closure procedure in regard to that particular part of the proposed overall road closures.

Mr Robson advised that the Traffic Management Plan and the Traffic Management Diagram provisions that would be put in place at the event, included the use of traffic cones in a number of areas (including along the centre line of Lyndhurst Road; and at the corner of Frimley Ave into Frimley Road) for the safety of competitors. 

As a result of these provisions being fully detailed in the Traffic Management Plan and the Traffic Management Diagram, Mr Robson now recommended that the Subcommittee support the application as it had originally been put forward – i.e. he recommended the Subcommittee approve both Options 2 and 3 as outlined in the report.  This would result in the amendment of the 25 January 2018 decision of the Subcommittee and the approval of the original application for this event.

A)        That the report of the Transportation Officer titled “Addendum to Sanitarium Weet-bix Kids Tryathlon” dated 8 February 2018 be received.

B)        That the submission from Ivan Aplin, on behalf of the Weet-bix Kids Tryathlon and dated 31 January 2018 be received.

C)        That the Temporary Road Closures Subcommittee approve both Options 2 and 3 as outlined in the report in “A)” above as per the wording set out below:

            That amendments be made to the decision of the 25 January 2018 Temporary Road Closures Subcommittee meeting in regard to the Sanitarium Weet-Bix Kids Tryathlon as follows:

i)      That Lyndhurst Rd be closed only in one direction, from Pakowhai Road to Nottingley Road, permitting traffic to travel along Nottingley Road in a northbound direction – i.e. only allowing traffic to travel down Lyndhurst Road from Nottingley Road to Pakowhai Road;

AND

ii)     That the closure of Frimley Road be shortened as requested in the application and in the submission from Mr Ivan Aplin, dated 31 January 2018 – i.e. back to Frimley Avenue.
