Proposed Amendments to the Speed Bylaws

Her Worship the Mayor outlined the process to be followed in relation to the hearing of those submitters who had indicated a wish to appear in support of their submissions.  During the time when there were no submitters speaking the meeting would consider and discuss written submissions one by one of submitters who had indicated they did not wish to speak to their submission in the following order.

The Council then proceeded to hear the submitters who had indicated they wished to speak to their submissions.  Where submitters did not appear at the allocated time the meeting referred to their written submissions.

 

 

Submission No. 12 – Beryl Armstrong had submitted an apology and the meeting referred to her written submission.  Ms Armstrong disagreed with all the proposals.

 

 

Submission No. 13 – Tim Ellis did not appear at the hearing and the meeting referred to his written submission.  Mr Ellis disagreed with all the proposals and made no written comments.

 

 

Submission No. 26 – Celeste Gillies spoke to her submission and said that she worked as an orchard worker in Farndon Road.  There had been far too many close calls as her workplace which was situated approximately 50m away from the 75km corner, was a huge hazard.  Ms Gillies supported reducing the speed limit back to 80km/h.

 

 

Submission No. 24 – Lewis Houkamau - Mr Houkamau did not appear at the hearing and the meeting referred to his written submission.  It was noted that he wished to see the 100km/h speed limits revert to 80km/h.  He also thought that a mirror across the road from the entrance would help to decrease risk to people leaving, enabling them to see better around the corner towards Clive. 

 

Submission No. 45 – Karl Broughhad submitted an apology and the meeting referred to his written submission.  Mr Brough disagreed with all the changes.

 

 

Submission No. 46 – Erin Henare-Murton – Ms Henare-Murton did not appear at the hearing and the meeting referred to her written submission.  Ms Henare-Murton agreed with Proposals 1 and 5 and disagreed with the remaining proposals.

 

 

Submission No. 76 – Mark MatthewsMr Matthews did not appear at the hearing and the meeting referred to his written submission. Mr Matthews agreed with Proposals 1-7 and commented that York Road should have an even lower limit than 80km/h and that a maximum of 70kph would be more realistic.

 

 

Submission No. 85 – Shawn Salisbury – Mr Salisbury did not appear  at the hearing and the meeting referred to his written submission. Mr Salisbury disagreed with all proposed changes.

 

 

Submission No. 96 – Gary Hausman had submitted an apology and the meeting referred to his written submission.   Mr Hausman agreed with all the proposals.

 

 

Submission No. 100 – Nick Ratcliffe had submitted an apology and the meeting referred to his written submission.   Mr Ratcliffe agreed with Proposals 4, 5 and 7 and disagreed with proposals 1, 2, 3 and 6.

 

 

Submission No. 115 – Joshua Newton had submitted an apology and the meeting referred to his written submission.   Mr Newton disagreed with all the Proposals.

 

 

Submission No. 125 – Phillip Ferrier had submitted an apology and the meeting referred to his written submission.   Mr Ferrier agreed with Proposal 2 and commented that he was concerned that no matter which end several drivers come from on Omahu Road they tended to accelerate excessively and by the time they passed his home many exceeded 80kph.

 

He believed Council should consider a speed bump just inside the 50kph sign and  also encouraged a speed camera as well to give the general public confidence in a safe controlled area.

 

 

Submission No. 141 – Stuart Evetts had submitted an apology and the meeting referred to his written submission.  Mr Evetts agreed with Proposals 1 and 5 and disagreed with Proposals 2,3,4,6 and 7.

 

 

Submission No. 166 – Grace Nolan had submitted an apology and the meeting referred to her written submission.  Ms Nolan disagreed with Proposal 1 and agreed with Proposals, 2,3,4,5,6 and 7.

 

 

Submission No. 776 – Ian GordonMr Gordon did not appear at the hearing and the meeting referred to his written submission.  Mr Gordon agreed with the proposals but that the 100km/h was too fast on Farndon Road.  He had witnessed 2 accidents already in which people died due to the speed.

The Transportation Engineer, Mr O’Connor advised that all requests from submitters in regard to speed humps had been captured.

 

General Counsel, Mr Smith advised that the Local Government Act imposed obligations on how to make a bylaw.  Consultation was required and a Statement of Proposal issued.  Departure from the Statement of Proposal that had been consulted on raises the issue that someone who may have wanted to make a submission has been denied the opportunity.

 

The Engineer’s report has signalled possible options for the future and options through this process.  Future options could feed into wider review in the future.

 

Barry Rosenberg – 138 – Spoke to his submission and submitted that he had been advocating for the lowering of the York Road speed limit for a number of years. The current 100kph limit is too fast. It is a connecting road, not a main highway. As an analogy, it's similar to Evenden Road which connects Pakowhai Road to the Expressway. That speed limit is 80km/hr and requested that York Road be reduced.

 

It was noted that a roundabout was proposed as part of the infrastructure improvement for Irongate.  It was acknowledged that roundabouts were a challenge for pedestrians and cyclists and roundabouts in the district were constantly being reviewed to assist the cyclists.

Submission No. 239 – Angela Pidd had submitted an apology and the meeting referred to her written submission.  Ms Pidd agreed with Proposal 1 and had commented that she had noticed a huge difference on Farndon Road when the speed limit was changed to 80km temporarily, a very positive difference.  It was frustrating not to be able to bicycle along Farndon Road to get to the cycleways as she did not feel safe with a 100km limit, and currently drove down to the Clive pool parking area, and rode from there.

 

 

Submission No. 245 – Robin Sage had submitted an apology and the meeting referred to his written submission.  Mr Sage agreed with Proposals 2 and 4 and disagreed with Proposals 1,3,5,6, and 7.

Submission No. 150 – Britteny Fye had submitted an apology and the meeting referred to her written submission.   Ms Fye agreed with Proposals 3, 4 and 5 and disagreed with proposals 1, 2, 6 and 7.

 

 

Submission No. 174 – Samuelu Taumaoe did not appear at the hearing and the meeting referred to his written submission.  Mr Taumaoe agreed with Proposals 1,2,3 and 4 and disagreed with Proposals 3,6 and 7.

 

 

Mike Halliday – 177  Spoke to his submission on behalf of 14 households on St Georges Road South (including Ed Saathof, Submission No. 314).  Mr Halliday said that signs advertising consultation for change were erected in the 80kp/h zone which created some confusion.  He also highlighted the following points:

·       The open road speed limit on the southern end of St. Georges Road South, had been a constant source of concern for some years.

·       Totally illogical that while the rest of St. Georges Road (both North and South) is currently 80km/hr, approximately 1.7km of the road is 100km/hr, and that stretch has a bend with recommended speed of 45km/hr right in the middle of it.

·       There were approximately 25/30 driveways, commercial entrances etc on that stretch of road.

·       St. Georges Road seemed to have become some sort of default expressway bypass.

·       A lower speed limit, with regular policing should overcome some of the problems local residents and ratepayers are constantly facing.

·       Trucks in the middle of 45kph bend turning into the cool store.

·       Roundabout changed St Georges Road and has become a main thoroughfare but is still a rural road.

·       Through traffic treat the road like expressway – is a narrow road and lots of gateways.

 

Mr Halliday also raised concerns with the size of vehicles (50T) using St Georges Road South and requested that Council investigate whether this is appropriate.

 

 

Submission No. 218 – Gerald Mulinder had submitted an apology and the meeting referred to her written submission.  Mr Mulinder agreed with all proposals but commented that he would like to see uniform  speed limit  and more signage  as it could be quite confusing. 

 

 

Submission No. 289 - Neal Jane had submitted an apology and the meeting referred to his written submission.  Mr Jane agreed with Proposals 4 and 7 and disagreed with 1,2,3,5 and 6.

 

 

Submission No. 307 – Bronwyn Tamis had submitted an apology and the meeting referred to her written submission.  Ms Tamis opposed the proposed changes to the District Plan regarding the location of the 50km/h speed signs on Puketapu Rd and instead proposes that the sign at the southern end of Puketapu be moved to match what the District Plan states.  The District Plan states "50km/h speed limit extends for a distance of 300m from the intersection with Dartmoor Road".

 

In summary she requested:

 

1)   The District Plan should continue to state that the 50km/h sign at the northern end of Puketapu Village is 300m from the intersection with Dartmoor Rd.

 

2)   The 50km/h sign at the southern end of Puketapu Village should be moved to 650m south of the village from the current 120m and the District Plan amended to match. Or at least, the road sign should be moved from the current location 120m south of the village to match where the District Plan states that it should be at 300m south of the village. 

 

 

Submission No. 316 – Dianne Vesty had submitted an apology and the meeting referred to her written submission.  Ms Vesty agreed with Proposals 1,2,3,4,5 and 7 and disagreed with Proposal 6.

 

 

Submission No. 325 - Haley Gray had submitted an apology and the meeting referred to her written submission.  Ms Gray agreed with all proposals.

 

 

Submission No. 346 – Genevieve Beech had submitted an apology and the meeting referred to her written submission.  Ms Beech agreed with all proposals.

 

 

Submission No. 365 – Terry Kelly had submitted an apology and the meeting referred to his written submission.  Mr Kelly agreed with all proposals.

 

 

Submission No. 411 – Belinda McLeod had submitted an apology and the meeting referred to her written submission.  Ms McLeod agreed with Proposals 1,2,4, and 7, she disagreed with Proposal 3,5 and 6.

 

 

Submission No. 435 – Amanda Kelly had submitted an apology and the meeting referred to her written submission.  Ms Kelly agreed with Proposals 2 and 4 and disagreed with Proposal 7.

 

 

Submission No. 723 – James Hanley had submitted an apology and the meeting referred to his written submission.  Mr Hanley had submitted and agreed with Proposal 4.

 

 

Helen Halliday – 736 spoke to her submission and supported a reduction of the speed limit in St Georges Road to 80kph.  Ms Halliday said that the volume, type and speed of the traffic had increased markedly in the last nine years.

 

The Southern end of St Georges Road is narrow and the traditional 20 metres may well be legal but hardly sensible with the volume of today’s traffic at open road speeds.               

 

A signage review was requested included heavy traffic transport to Port signs be erected at Paki Paki to use expressway rather than St Georges Road.

 

Officers responded that Council has lots of options to reduce the use of certain routes by large vehicles ranging from extremely difficult (design which restricts use) to advising heavies to divert.  Both have consequential impacts and in this instance could result in additional heavy vehicles in Havelock CBD.

 

 

Gordon Vogtherr – 719 spoke to his submission in regard to the volume of traffic at the Havelock turn off.  The sign for St Georges Road should say “Slow Down” instead of 45kph and the same applied to Longlands Road.

 

Mr Vogtherr disagreed with the proposed changes to Farndon and St Georges Road.    He was also against the truck loading of 60 tonne trucks on the road.

 

 

David Prescott – 240 spoke to his submission and highlighted the following:

·       In both the Te Aute and Middle Road cases the proposal to reduce the speed limit from 100kph to 50kph is sensible but has a flaw in that the reduction from 100kph to 50kph is too abrupt. 

·       There should be a gradual reduction from 100kph to 50kph through a speed reduction zone of either 80kph or 70kph. 

·       Te Aute Road speed reduction zone should commence at the corner of Te Aute and Gilpin Road.

·       Middle Road the speed reduction zone should commence at the corner of Gilpin Road, Iona Road and Middle Road. 

·       Signage indicating the upcoming speed reductions should be placed 200m before the zone to allow motorists the opportunity to reduce speed gradually.

·       Support the speed proposals as indicated in the Engineer’s report.

 

Mr Prescott advised that speed limits and signage should provide consistency throughout the region.  He noted that this is part of the remit to regularise the various speed limits Nationally.  Mr Prescott would like to see more consistency and believes this will deliver better behaviour.

 

 

Mr O’Connor advised that Safer Journeys was a National initiative to achieve safe system across networks.  The government's strategy to guide improvements in road safety over the period 2010 to 2020. The strategy's vision is a safe road system increasingly free of death and serious injury and introduces the Safe System approach to New Zealand.  The safe system approach looks at education, speeds, vehicles and environment with the treatment of speed (speed limits) being just one component of the initiative.

 

 

Submission No. 244 – Duncan Kinnear did not appear at the hearing and the meeting referred to his written submission.  Mr Kinnear agreed with Proposals 3,4,

6 and 7 and disagreed with Proposals 1,2 and 5.

 

 

Submission No. 247 – Sean Hutchison did not appear at the hearing and the meeting referred to his written submission.  Mr Hutchison disagreed with all the proposals and considered that people be taught the road rules and how to drive, that would make the roads safer, not changing speed limits that have been that way for a long time.

 

 

Submission No. 262 – Glen Whittington did not appear  at the and the meeting referred to his written submission. Mr Hutchison disagreed with all the proposals and stated that “its a modern world if anything should be going up”.

 

 

The meeting continued its consideration of the submissions from persons not intending to appear.

Submission No. 287 – Matthew Bennett Kaumatua, Trustee, Kohupatiki Marae had submitted an email apology (CG-14-1-00752) and a request that an additional paragraph be included to his submission as follows:

"For the whole length of Farndon Road its carriageways do not come to the same width of Pakowhai Road. The width of the Railway Bridge does not match the width of the Chesterhope Bridge. Pakowhai Road does not have a 100k speed limit despite a wider carriageway, It is not safe to have a 100k along Farndon Road. This is especially pertinent to the Bridge which is too narrow for a high speed. For its duration there are no cycleways on Farndon Road.

Mr Bennett agreed with Proposal 3 that a speed limit of 80km/h be imposed along the entire length of Farndon Road.   Mr Bennett also submitted that a passing lane be constructed to allow the right turning traffic into the northern access to Kohupatiki Road a safe dedicated passage. 

 

 

Mr O’Connor confirmed that Pakowhai/Farndon Roads were scheduled for some road safety improvements at the intersection.

 

In regard to where entranceways to properties was concerned, as part of the building consent to construct a building there was a requirement for legal access from the road.  The entrance way to properties could sometimes be constrained due to the building consent process.

Helen Morris – 718 spoke to her submission and highlighted the following points:

·       Her daughter was killed in a car accident on Farndon Road on 15 March 2017.

·       Amendments to speed limit bylaw 2012 – Farndon Road 

·       The Council has already acknowledged, that with a medium-high level of risk, the safe speed for the length of Farndon Road needs to be 80km.

·       KiwiRap, the New Zealand road assessment programme, notes from surveys conducted that most road users do not recognise ditches or poles as dangerous, yet crash statistics show that 50% of rural accidents in New Zealand involve a roadside hazard such as a ditch.

·       The risks identified along this stretch of road are:

-    a narrow sealed shoulder coming off that 75k corner with going into gravel 

-    deep ditches on both sides of the road

-    poles

-    shelter belt trees 

·       Dropping the speed to 80km from Pakowhai Road to the speed reduction signs at Clive would only increase the constant travel time for cars by 36 seconds.

·       Reducing speed reduces the risk of crashes occurring.

·       In 2014 the HDC identified in its 80km Safe Speed Area factsheet that 25% of fatal crashes occur on 5% of its roading network and it recognised that vehicle speed is the most critical influence in injury outcome during a crash.

·       In the past 5 years there have been 22 serious crashes and two fatalities along Farndon Road – Mrs Morris’ daughter, Tahl was one of those fatalities.

·       Mrs Morris endorsed the reduction in speed to 80k’s. 

·       Truck drivers use the expressway rather than Farndon Road.

 

Mr O’Connor confirmed that from 1 July Council would be looking at safety improvements for Farndon Road.

 

 

Rex Bartlett – 324 spoke to his submission and supported the adoption of an 80km speed limit on all roads in and around the Heretaunga Plains.  At present it is very confusing some are 80km/h and others are not.

 

He considered that 80km/hr was a good speed, making good progress yet driving at a safer and more manageable speed in a crisis.

 

 

Gavin Scoble – 319 spoke to the submission on behalf of Cycle Aware Hawke’s Bay and highlighted the following points:

·       Fully support the Hastings District Council's proposal to introduce more appropriate speeds on local roads.  

·       Any move to reduce speeds on our roads will benefit local people travelling by bicycle and improve road safety overall.     

·       An urban speed limit of 50km/h is often the reason our streets are unsafe for people walking, cycling or using mobility aids.

·       Cities that adopt 30 or 40km/h speed limits for their urban streets have significantly improved road safety whilst enabling more people to choose the healthier transport modes.

·       He hoped that Council would regard moves such as the current one as a transitional step and along with other local councils go further and reduce urban speed limits further in the not too distant future.     

 

 

Mary-Anne Blair – 447 spoke to her submission and requested reduction in speed limits for Napier Road be 50kph.   Improve safety for the increasing number of pedestrians and cyclists using the road and put a pedestrian/cycle pathway in.

 

Cycle lane in Napier Road was part of LTP and following the installation of the sewer pipeline there was a settling period.  Design plan has been completed.  This will be discussed and prioritised through the Cycle Advisory Group.

 

 

Submission No. 428 - Jeremy Campbell did not appear at the hearing and the meeting referred to his written submission.  It was noted that Mr Campbell’s submission related to the Waste Management and Minimisation Plan and his submission would be referred to the Waste Management Team.

 

 

Submission No. 373 – Sherrill Hood did not appear at the hearing and the meeting referred to his written submission.  Ms Hood agreed with Proposal 6.  Ms Hood  considered that Haumoana Road was a very real problem. Drivers come off the 100km/h and straight into a 50km/h suburban section. This section of Haumoana Road needs speed bumps.  Slower everywhere is better. Less chance for harm.

Submission No. 448 – Mrs Mackenzie did not appear at the hearing and the meeting referred to his written submission. Mrs Mackenzie agreed with Proposal 6.

The Transportation Manager, Mr Pannu advised that a requirement in the new rule was that if putting in a new speed limit operating speed at the moment has to be within 10km/h.  Meet 10km/h threshold.  Previously large wide area approach of 80km/h.  New framework allows you to take an approach but also looks at the localised effects.

Meg Gordon – 566 spoke to her submission and considered that Lawn Road needs to be changed to 70km/h or 80km/h.  She considered it was ridiculous how dangerous even that speed, let alone 100km/h was between Pilchers and Mill Road.  Mill Road should also be 80km/h.

 

Ms Gordon said that where there was no room for a cycle lane, the speed limit needed to be dropped.   She also thought signs telling motorists to “stop” behind a cyclist if traffic was coming towards them.

 

 

Paul de Munk – 590 spoke to his submission and was totally opposed to changing the speed limits.  Mr de Munk said why do we have to change the speed limit so much; instead of going from 100km to 80km, why can't we change it from 100kph to 90kph instead? And the same for 70km/h to 60km/h.  Often the frustration and resulting in dangerous driving is from some drivers going too slow. If the speed limit is 100km then let it be 100km and penalise drivers that do 70km/h.  In Hastings there is too much inconsistency.

 

Lowering speed limit makes it more dangerous, it is the people who cannot handle the speed. 

 

Mr O’Connor advised that in the new rule there was no permitted speed variation for 70km/h or 90km/h speed limits.   Approval for this would have to go to Central Government.

 

 

Submitter No. 676 - Rion Roben - did not appear at the hearing and the meeting referred to his written submission.  Mr Roben was supportive of changes across the board but highlighted Percival Road and wanted speed bumps in the carpark area to go back further to Lyndhurst Road and 30km/h in the carpark.

 

 

Proposal 8 – Mr O’Connor advised that Maraekakaho Road and York Road had been proposed to add to the Bylaw but initially been declined by New Zealand Transport Agency (NZTA).

 

It was the Agency’s view that the NZTA bylaw referring to these roads continues in force, as it had not been expressly revoked by the Agency or quashed by the High Court.  The relevant section is:

 

“New Zealand Transport Agency (Speed Limits on State Highways) Bylaw 2010/10.  Schedule 1, Line 532, Section of road is: From 50m west of the York / Maraekakoho intersection to 150m south of the Maraekakoho / York intersection. Speed limit is 70 km/h. Gazette reference 1/9/2010, No 112, page 2967”.

 

It was the Agency’s view that Council:

1.     ensures the speed limit signs align with the above distances from the intersection; and

2.     should not include references to the 70km/h speed limits on York and Maraekakoho Roads in the Council’s bylaw, as this would replace the NZTA bylaw references with 70km/h speed limits set by Council, which would in turn require Agency approval to be legal.

The Acting Transportation Engineer, Mr O’Connor displayed a powerpoint presentation (CG-14-1-00754) providing a brief overview on the background of setting speed limits on local roads.

 

Mr O’Connor advised the following in regard to questions raised:

Consistency:

–    Speed limits of 70km and 90km required approval from NZTA and this approval was rarely giving.

–    Speed limits of 50km and 80km were preferred.

–    Under the new rule existing 70km areas could remain, but if the location  changed or extend speed limit approval would be required from NZTA.

 

Councillor Heaps joined the meeting at 9.20am

 

 

Mr O’Connor advised that for a speed limit of 60km/h and 90km/h approval was required from NZTA and it was rarely approved.  NZTA preference was for 50km/h and 80km/h

 

 

The meeting then considered the Proposals in order of complexity.

 

Proposal 1 – Arataki Road  (Reduce speed limit from 70km/h to 50km due to residential growth).

There were 603 responses for Arataki Road with 393 in favour of the proposed changes.

That Council adopt 50km/h speed limit for Arataki Road, Havelock North as per the Draft Statement of Proposal.

Proposal 4 – Kirkwood Road (Reduce Speed Limit From 70km/h to 50km/h due to residential growth)

There were 512 responses for Chatham Road with 263 being in favour of the proposed changes.

 

Discussion took place regarding the consistency of entrances road into Flaxmere ie Chatham, Henderson and Wilson Roads.

 

Mr O’Connor advised that Council resolved at its meeting held on 14 December 2017 the Statement of Proposal with the list of roads to be consulted on.  To include any roads that were not included in the Statement of Proposal could result in being challenged.

That Council adopt 50km/h speed limit for Kirkwood Road, Flaxmere as per the Draft Statement of Proposal.

Proposal 5 – Percival Road – (Reduce speed limit from 70km/h to 50km/h)

There were 522 responses for Percival Road with 339  responses being in favour of the proposed changes.

It was noted that NZTA had suggested that adopting 40km/h along the car park section may be appropriate.  Two of the submitters had requested 30km/h over this section. 

Mr O’Connor advised that the car park section was “self-enforcing” given the presence of raised traffic calming and as such there was likely to be little achieved by implementing a 30km/h or 40km/h speed limit above the benefits achieved from a 50km/h speed limit.

Proposal 8 – Various Changes to Bylaw to reflect on site signage locations

 

Mr O’Connor advised that as Maraekakaho Road and York Road were covered by the NZTA bylaw these two roads were withdrawn from the Statement of Proposal.

That on site signage be retained for all routes and amend bylaws to reflect this with exception of Bennett Road and Elwood Road.

Proposal 2 – Chatham 2 (Reduce speed limit from 70km/h to 50km/h)

There were 512 responses for Chatham Road with 263 in favour of the proposed changes.

There was considerable discussion as to why all entrance roads to Flaxmere were not included.  Mr O’Connor reiterated that the Statement of Proposal with the list of roads had been put in front of Council.  Whilst NZTA suggested a 60km/h speed limit was more appropriate it is noted that this speed limit is rarely used in Hastings. 

All of the parallel routes (Wilson Road and Henderson Road) currently operate at 70km/h.  The draft Statement of Proposal recommended a 50km/h limit for this route.

 

It was noted that Chatham, Wilson and Henderson Roads could be added to the speed limit requests for assessment in the future.

That Council adopt 50kmph speed limit for Chatham Road, Flaxmere as per the Draft Statement of Proposal and that Chatham, Wilson and Henderson Roads all be added to the table of speed limit requests for assessment as part of the next speed limit review.

Proposal 3 – Farndon Road  (Reduce speed limit from 100km/h to 80km/h)

 

The were 518 responses for Farndon Road with 215 in favour of the proposed changes.

Farndon Road was previously reduced to 80km/h as part of the Safe Speed Limit area but was reverted to 100km/h following public feedback post implementation.  Two fatal crashes have occurred along this route since it reverted to 100km/h.

 

Mr O’Connor advised that Farndon Road was 3km long and to improve road safety ie; widen road, wider shoulders, barriers, remove drains, improve culverts, change realignment to implement would be a substantial cost.  He confirmed that safety improvements for the Farndon Road/Pakowhai Road intersection were due to commence 1 July 2018.

That Council adopt 80kmph speed limit for Farndon Road, Hastings as per the Draft Statement of Proposal.

Mr O’Connor advised that through the consultation process a number of additional speed limit review requests had been received.  A future report would be presented to Council in regard to the following further speed limit review requests. 

 

At the meeting the following additional roads were requested to be included in a further speed limit review:

·       Wilson Road

·       Kirkwood Road

·       Percival Road

A)             That the meeting make an in principle decision as to the direction which it considers should be taken in deciding on the approprite speed limits for the roads within the safe speed area, and to resolve the submissions.

B)       That staff report to the Council meeting scheduled for Thursday 28 June 2018 with the approriate recommendations for ratification by the  Council, to give effect to this in principle decision.

A)      That the report of the Acting Transportation Engineer titled Proposed Amendments to the Speed Bylaws dated 4/05/2018 be received.

B)      That the written and verbal submissions and officer comments be received.

C)      That the Council resolved, in terms of Section 155 of the Local Government Act 2002, that the principles set out in that section have been observed in such a manner that the Hastings District Council considers, in its discretion, is appropriate for the decisions made during the course of this meeting.

D)      That Council reduce the speed limit from 70km/h to 50km as per the Draft Statement of Proposal due to residential growth for:

·       Proposal 1 - Arataki Road, Havelock North

·       Proposal 4 - Kirkwood Road, Flaxmere; and

·       Proposal 5 - Percival Road, Hastings

 

E)       That Council reduce the speed limit from 70km/h to 50km/h speed limit for Proposal 2 - Chatham Road, Flaxmere as per the Draft Statement of Proposal and that Chatham, Wilson and Henderson Roads all be added to the table of speed limit requests for assessment as part of the next speed limit review.

F)       That Council reduce the speed limit from 100km/h to 80km/h as per the Draft Statement of Proposal for:

·       Proposal 6 - St Georges Road, Havelock North;

·       Proposal 7 - York Road, Hastings

G)      That Council reduce the speed limit from 100km/h to 80km/h speed limit for Proposal 3 - Farndon Road, Hastings as per the Draft Statement of Proposal.

 

H)       That Council retain on site signage for all routes and amend bylaws to reflect this with exception of Bennett Road and Elwood Road (Proposal 8) as per the Statement of Proposal. 

 

I)        That the following amendments be incorporated into the Speed Limits Bylaw and brought back to Council for ratification.
