MINUTES OF A MEETING OF THE Temporary Road Closures Subcommittee HELD IN THE Green Room, Ground Floor, Civic Administration Building, Lyndon Road East, Hastings ON

 Thursday, 9 May 2019 AT 8.45am

Temporary Road Closures - Targa Rally 18 - 19 May 2019

A)        That the report of the Transportation Officer titled Temporary Road Closures - Targa Rally 18 - 19 May 2019 dated 9/05/2019 be received.

B)        That, there being no submissions received, the Council approve the temporary road closures of:

Saturday, 18 May 2019 1:05pm and 6:05pm

·    Taihape Road from Kuripapango Bridge (HDC Boundary) to 300m prior to the intersection with River Road and Glenross Road

 

Sunday, 19 May 2019 8:00am and 12:00noon

·    Hedgeley Road from rapid number 24 to Seafield Road

·    Seafield Road from Hedgeley Road to Puketitiri Road

·    Puketitiri Road from Seafield Road to Glengarry Road

·    Glengarry Road from Puketitiri Road to 300m prior to the intersection with SH5

·    Crownthorpe Settlement Road 300m from the intersection with Taihape Road to Matapiro Road

·    Matapiro Road from Crownthorpe Settlement Road to Ohiti Road

·    Ohiti Road from Matapiro Road to 300m prior to rapid number 680

·    Maraetotara Road 300m from the intersection with Waimarama Road to Okaihau Road

·    Te Aute Road from Porter Drive to the central roundabout

 

C)    That the Council approve the temporary road closures from B) subject to the following conditions to be complied with to the satisfaction of the Group Manager: Asset Management:  

1.   This event is conducted in accordance with the New Zealand Transport Agency Code of Practice Temporary Traffic Management (CoPTTM).

2.   The supplied Traffic Management Plan containing appropriate signage is approved.

3.   A copy of the relevant liability insurance policy is received.

4.   That Club Targa Incorporated enter into the formal road bond scheme with Council for a sum of no less than $10,000.00 and make available a representative to attend both the pre and post network inspections.

5.   That the cost of all advertising is met by the event organiser.

6.   Emergency Services are contacted regarding the holding of this event.

(Note): As per the Traffic Management Plan provisions – all emergency services will be accommodated and access provided through the sites as required.

 

7.   The applicant is advised that the Council does not accept any liability for damage of any kind caused to any person, vehicle, property or business that occurs within or outside the road corridor arising from the closure of the road corridor and any activities within it.

8.   The Club Targa Incorporated event shall be conducted in accordance with the requirements of the Motor Sport New Zealand Motor Sport Manual, National Sporting Code and Appendices.

With the reasons for this decision being that the objective of the decision will contribute to the good quality local infrastructure

i)          That the use of the above listed street/roads for these short periods of time will not unreasonably impede traffic.

ii)         Allowing the above temporary road closures the organiser can undertake their event in a safe and controlled environment with all risks minimised and managed.

5.

Temporary Road Closures - Air New Zealand International Marathon - 18 May 2019

Transportation Officer, Lynn Burden, advised the subcommittee that there will be an alternative route for the Clifton Road closures off the end of Parkhill Road so that there will still be access for residents and affected businesses.  Signs will be placed in Parkhill Road prior to East Road advising of the alternative route.  Resident visiting has also been undertaken in Clifton Road and Te Awanga village advising all residents including businesses of the alternative route via the driveway through Te Awanga Estate (252 Clifton Road).

A)  That the report of the Transportation Officer titled Temporary Road Closures - Air New Zealand International Marathon - 18 May 2019 dated 9/05/2019 be received.

B)  That, there being no submissions received, the temporary Road Closures Subcommittee approves the following temporary road closures:

·    Beatson Road from Windsor Avenue to the end of Beatson Road – 5:00am – 9:00am

·    Crosses Road from St Georges Road to Napier Road – 8:00am – 9:00am

·    Karanema Drive between Napier Road and Te Mata Road – 8:00am – 9:15am

·    River Road (Havelock North) the final kilometre of River Road with resident access only – 8:00am – 11:00am

·    Moore Road from Tuki Road to the end of Moore Road – 6:00am – 8:00am

·    Haumoana Road from Beach Road to the end of Haumoana Road with resident access only – 6:00am – 2:00pm

·    Grove Road (Haumoana) the entire length – 6:00am – 2:00pm

·    Grange Road (Haumoana) the entire length with resident access only – 6:00am – 2:00pm

·    Clifton Road between 41 Clifton Road and 252 Clifton Road (Te Awanga Estate entrance) with resident access only – 6:00am – 3:00pm

 

C)  The Council approve the following temporary road closures subject to the conditions to be complied with to the satisfaction of the Group Manager: Asset Management:

1.   This event is conducted in accordance with the New Zealand Transport Agency Code of Practice Temporary Traffic Management (CoPTTM).

2.   The Traffic Management Plan including provision for appropriate signage are approved by the Traffic Management Coordinator acting under delegated authority.

3.   The Traffic Management Plan must be complied with including any specific conditions.

4.   A separate copy of the relevant liability insurance policy is received.

5.   That the cost of all advertising is met by the event organiser.

6.   Emergency Services are contacted regarding the holding of this event with details of the dates, locations and time frames.

7.   As per the Traffic Management Plan provisions – all emergency services will be accommodated and access provided through the sites as required.

8.   The applicant is responsible under the Health and Safety at Work Act 2015 for all health and safety risks associated with this activity and must take reasonably practicable steps to ensure the safety of all persons during this temporary road closure.

9.   The applicant has in place at all times, appropriate Health and Safety measures (to prevent harm to any persons), including (but not limited to) any measures provided for in the submitted Health and Safety Plan including any conditions attached.

With the reasons for this decision being that the objective of the decision will contribute to the good quality infrastructure by:

i)          That the use of the above listed street/roads for these short periods of time will not unreasonably impede traffic.

ii)         Allowing the above temporary road closures the organiser can undertake their event in a safe and controlled environment with all risks minimised and managed.

            The Subcommittee had a discussion on the recent unauthorised closing of Te Mata Peak Road on Saturday 4 May 2019, due to a Mongrel Mob gathering at the top of Te Mata Peak.
