Fields of Activity
The Hastings District International Advisory Group is established to advise the Council on the development of education, scientific research, migration and cultural relationships with cities within China and the rest of the world, and develop relationships with ethnic communities in Hawke’s Bay through the knowledge and experience gained from our Sister City relationship with Guilin.
Membership (10)
· Chairman – a Councillor appointed by the Council

· 2 other Councillor members appointed by the Council
· 1 representative of the Hawke’s Bay Branch of the New Zealand China Friendship Society
· 1 representative of the Hawke’s Bay Chinese Association
· 2 representatives of the Multicultural Association Hawke’s Bay
· 1 representative of the Education Link Group
· 1 representative of the Hastings District Youth Council
· Up to 2 other members may be co-opted at any time
Quorum – 5 members including not less than two Councillor members.
Delegated Powers
1. To promote and oversee sister city activity between Guilin and Hastings District such as delegation visits and cultural exchanges.
2. To support the development of relationships between Hastings District or Hawke’s Bay based educational establishments with those in China and the rest of the world.
3. To report its work and progress to the Social Development and Culture Committee.
Meetings
Meetings will be held a minimum of 3 times a year. These are to be advertised as public meetings, and will be fully serviced by Democratic Support.

2. Conflict of Interest
Councillor Watkins declared a conflict of interest in regard to Item 5, Osmanthus Garden Lantern Festival Report and Public Excluded Item 9, The Amazing China Hastings Year of Tourism.
Item 3 Consideration of Business was addressed later in the meeting.

Osmanthus Garden Lantern Festival Report (Document 19/495) Councillor Watkins had earlier declared a potential conflict of interest in regard to this item being the organiser of the festival. He responded to questions, but took no part in discussion or voting on this item.
Mayor Hazlehurst congratulated and thanked Councillor Watkins for his work with the lantern festival, which was very much on the events calendar for Hastings. It was noted that the event had grown in size, attendance by the local community was increasing and there were plans to expand further in the future. Councillor Watkins thanked the Parks Team for their help in putting the lanterns in place.
There had been a diverse range of cultures who attended this year, with good feedback being received by the HB Multicultural Association. It was suggested that an area be designated at the back of the gardens so that people could enjoy a picnic tea.

Promoting Hastings to the Thailand Education Market (Document 19/499) Learning Hawke’s Bay, Wenhua Yang advised that funding of $5,000 - $6,000 was required from Hawke’s Bay Councils to promote Hastings to the Thailand education market. It was noted that schools required the infrastructure to support international students. The higher the numbers of students attending the more infrastructure that was required. The local school rolls were already full and there was no room for expansion to accommodate international students. Councillors would like to see where the funding was being used and that Napier City Council would give an equal share to the programme as most students were based in Napier. Information was requested on the number of International students in Hawke’s Bay and in which schools they were placed. Hastings District Council currently provides administration support to Learning Hawke’s Bay and the Hawke’s Bay Multicultural Association has been voluntarily working with them. |

New Zealand China Friendship Society – Mr Rion Roben will be replacing Mr H Lade.
Hawke’s Bay Multicultural Association – Layeequlla Baig will no longer be attending.
Youth Council Representative for 2019 is Charliot Miller of Havelock North High School.
· HB Chinese Association Update
Mrs Too advised there had been a leadership change in the Association, Raymond Ching is the current Branch President. Mrs Too is still on the committee and will continue to be HBCA representative on Hastings District Council’s IAG and Multicultural Strategy matters. HBCA is continually involved in helping people in the community e.g. organising senior lunches, visiting rest homes and will be attending the NZCA National Conference in June. Assistance was recently given to the Chinese Embassy with the formalities of a funeral for an overseas Chinese who had been residing in the district.
· HB Cultural Association Update
Ms Latiff advised that the Association has been working with Council on the Multicultural Diversity Strategy Plan. The Strategy and an Action Plan was expected to be signed off by Council in October or November.
Economic Development Manager, Lee Neville will assist the Association with a report to the Group’s July meeting requesting financial assistance for the Asians in the Bay Awards.
There has been no Settlement Forum Support Group in Hawke’s Bay since 2014. Support and guidance was needed for newcomers in the district and was currently being undertaken by volunteers. The Association would like to develop a plan to gain funding for a co-ordinator to be employed in the district. Currently there is a memorandum of understanding with the Citizens Advice Bureau who assist with support for immigrants. Assistance could also be given to the RSE orchard workers.
Next Meeting is being scheduled for 2 July 2019

SUBJECT: Asians in the Bay Awards 2019
1.0 SUMMARY
1.1 The purpose of this report is to obtain a decision from the Committee on the sponsorship funding of the Asians in the Bay Awards 2019.
1.2 This request arises from a request from the Multicultural Association Hawke’s Bay for sponsorship for this year’s Asian in the Bay Awards.
The Council is required to give effect to the purpose of local government as set out in section 10 of the Local Government Act 2002. That purpose is to enable democratic local decision-making and action by (and on behalf of) communities, and to promote the social, economic, environmental, and cultural well-being of communities in the present and for the future.
1.3 This report concludes by recommending the Hastings District Council fund this year’s Asians in the Bay Awards to the value of $3,000.
2.0 BACKGROUND
2.1 The Hastings District Council has sponsored the Asians in the Bay Awards previously. This is to recognise the contribution that the Asian community makes to the Hawke’s Bay economy and society.
3.0 CURRENT SITUATION
3.1 The Multicultural Association Hawke’s Bay have requested Hastings District Council to support the Asians in the Bay Awards 2019 by providing $3,000 of funding for the awards. The Hastings District Council logo will be on advertising, print materials, tickets and the programme on awards night.
3.2 The Asians in the Bay Awards promote the unity, cooperation and cultural excellence within the Asian business and professional communities.
3.3 Hawke’s Bay is a rich and diverse cultural mix consisting of many nationalities of which Asians make up a large percentage and the community particularly continues to grow. Their presence and contribution is significant across all sectors.
3.4 The inaugural awards evening was organised by the Multicultural Association of Hawke’s Bay in 2012. It is a platform to showcase the significant contribution and value the Asian community makes to the enrichment of the general community of Hawke’s Bay across all sectors of business and trade, education, horticulture, health and youth enterprise.
3.5 The awards have experienced growth and gained momentum over the years from a humble attendance of 60 people in 2012 to a record attendance number of about 200 people last year. It is now a significant event in the Hawke’s Bay calendar and perhaps one of the few events that both Hastings and Napier Mayors attend together.
3.6 The Awards have drawn high calibre applicants over the years. Categories include Tertiary and secondary Students, Practising Professional, Best Restaurant, Best Business and Best Community. The previous winners include Professor Ram Roy (EIT), Thahira Syed Jalal (Senior Engineer Unison) and Abigail Masengi who went on to represent New Zealand in the Asia Youth International Model United Nations and also won a $20,000 scholarship to Auckland university.
3.7 Entries for this year’s awards are open and this year the awards will be held on Monday 5th August, 2019 at 6.00pm at the Napier Conference Centre. Tickets for the event can be purchased from Asian Grocery in Hastings and Honki Long in Napier.
3.8 Judging is carried out by an independent panel from the wider members of the community. The key note speaker for this year is the long standing Mayor of Gisborne and the new Race Relations Commissioner Meng Foon.
3.9 The Multicultural Association of Hawke’s Bay acknowledges the continue support of the awards sponsors Hastings District Council, Napier City Council, Eastern Institute Of Technology (EIT), Tong Too Family Trust and COGS.
4.0 FINANCIAL IMPLICATIONS
4.1 There is sufficient funding to support this application for funding support for the Asians in the Bay Awards 2019.
5.0 PREFERRED OPTION/S AND REASONS
5.1 The funding for the Asians in the Bay Awards 2019 is funded to the value of $3,000.
