2018 Annual Contestable Funding Round

The Community Grants Advisor, Ms Berkahn advised that the annual budget for contestable grants was $245,500 and that 47 grant applications had been received requesting a total of $529,633. The application requests were $284,133 over the budget allocation.

 

Ms Berkahn advised that Application No. 8 SPCA had withdrawn their $30,000 funding application for the Cat Management programme as they were now working under a National office.

 

Note: The bullet points set out under some of the applications refer to points that were highlighted.

 

 

 

The Subcommittee then heard presentations from the following applicants in support of their applications.  The Chair advised that the Subcommittee would consider the written applications and funding allocations during the meeting as time allowed.

 

 

Application No. 1 - Nourish for Nil - Christina McBeth and Peter Snelling displayed a powerpoint presentation (CG-14-8-00033) providing a brief overview of their commitment to stop and redirect food waste to nourish the community.

 

The requested funding of $11,500 for twelve months through to June 2019 was to cover one third of the rent cost.  There were two other sponsors committed to paying one third of the rent through until September 2020 (Trevor Taylor, Tomoana Food Hub and Simon Tremain, Karamu Road Investments). 

 

 

Application No. 2 – Sustaining Hawke’s Bay - Marielle Haringa displayed a powerpoint presentation (CG-14-8-00034) providing a brief overview of the Sustainable Backyards programme.  The funding requested was $6000.00 to promote a programme on sustainable living.

 

 

Written Application No. 3 - Waimarama Surf Life Saving Club  requested funding of $6,000.00 for the development of younger surf life savers

 

 

Written Application No. 11 - Hawke’s Bay Digital Archives Trust requested funding of $9020.00 for the  archiving of Russell Spiller collection.

·       He was a Napier photographer and it was disappointing Napier City Council was not supporting with any funding.

·       Preservation of the film important for history.

 

 

 

Written Application No. 12 – English Language Partners Hawke’s Bay requested funding of $2127.00 for “Kiwi conversation” English classes.

 

 

Written Application No. 13 - Fours Company Performing Arts Trust requested funding of $2,000 to fund a “Back from Broadway” show.

·       Better suited for Creative New Zealand but does not fit in within funding round.

 

 

Written Application No. 20 - Royal New Zealand Foundation requested funding of $5819.00 for the Blind – Tandem Biking.

·       Where is it working elsewhere?

 

 

Written Application No. 23 - Te Whare Whanau Purotu requested funding of $50,000.00 for the  Maori Women’s Refuge.

·       Skill set and knowledge base that connects best with whanau Maori

·       Women’s Refuge work really well together.

Application No. 7 - Hawke's Bay Rescue Helicopter Trust – Beth O’Reilly spoke to the application and requested funding of $5,000.00 for the production and distribution of a bi-annual newsletter for donors and supporters of the trust, as part of the communication strategy. 

 

 

Written Application No. 24 - Fostering Kids NZ requested funding of $4,146.00 for a One Day Workshop November 2018.

 

 

Written Application No. 28 - Menzshed Hastings requested funding of $2,000.00 for  Bicycle repair and distribution.

·       Relocation to back of Hastings Sports Centre. 

·       Agreement with Menzshed was suitable space and there was also a lot of land which was under-utilised and they were to develop that space with external funding they were seeking.

·       Need to become self-sustainable.

 

Mayor Hazlehurst withdrew from the meeting at 10.00am.

 

 

Application No. 9 -  Radio Kidnappers – Megan Williams (Trustee) spoke to the application and requested funding of $4,480.00 for delivery of a range of radio programmes to assist youth and people in need to develop skills, and involve listeners actively.

 

 

Application No. 14 – Hastings Heritage Trails Trust - Megan Williams (Chair), together with Stephanie Drew and Gary Bain spoke to the application and requested funding of $4326.00 for the production of brochures explaining  the 11 Hastings Heritage Trails.

 

 

Written Application No. 29 – NZ Council of Victim Support - requested funding of $5,000.00 for Service contribution to Volunteer programme.

 

 

Written Application No. 37 – CCS Disability requested funding of $10,000 for an Action – Support Programme.

 

 



 

Written Application No. 39 – Nga Kairauhii Trust  - requested funding of $6,000 for a Youth Programme & Nannies against P.

·       Councillor Barber advised that he had facilitated three programmes for Nannies against P relating to the home and 200 people had attended.

  

 

Written Application No. 40 – Youthtown Incorporation requested funding of $23,634.00 for a Sports to Schools project.

 

 

Written Application No. 45 – Twin City Ministries requested funding of $3,450.00 for a Homework Hub.

 

 

Application No. 4 - Anderson Park Community Garden Group - Christine Apperley did not appear at the hearing and the meeting referred to her written application.  The application requested funding of $6,500.00 for the installation of a roof for shelter.  A lined and altered container has been donated by the Salvation Army and it is proposed to purchase the required kitset material for the construction of a roof and lean too shelter which would be erected by members of the community.

Written Application No. 5 – Raureka School Board Trust – Greg Riceman did not appear at the hearing and the meeting referred to his written application.  The application requested funding of $7196.00 for two specific activities plus some operational costs.  The activities were community engagement (supporting the development of a collective of Raureka residents to form a formal community leadership group); and the development and distribution of a community newsletter.

·       Have not previously received funding.

 

 

Written Application No. 6 - Big Brothers Big Sisters Hawke’s Bay – Jason Wawatai did not appear at the hearing and the meeting referred to his written application.  The application requested funding of $9,000.00 for a youth mentoring programme in which at risk young children are buddied up with adult or teenage mentors.

·       Operational costs last year $4,112 and increasing to $62,000

 

 

Written Application No. 31 - Kidz Need Dadz Charitable Trust - Shayne Jeffares had submitted an apology and the meeting referred to his written application.  The application requested funding of $3,000 for weekly meetings to support around 10 men, women or grandparents and their children

Application No. 10  - Creative Hawke’s Bay - Richard Grant (Chair) together with Ros Stewart and Jacob Scott (Trustees) spoke to their application requesting funding of $10,000.00 for the development of a website to capture database and communication channels for the Arts & Culture community.

 

 

Application No. 16 - Enliven Day Programme (Senior Chef) – Roger Morrison, Trust Manager (Presbyterian Support Services Association) spoke to the application requesting funding of $10,000.00 to run a “Senior Chef” eight week course for older people to improve cooking skills and confidence, motivation around cooking for one person.   This programme had been running for the last four years.

 

 

Application No. 15 - Anglican Care Waiapu Heretaunga Seniors – Kristeen Keene and Jacqui Davis spoke to their application requesting funding of $17,000.00 to assist with salary of staff to ensure all programmes can be delivered. 

 

 

Application No. 17 - Age Concern  Flaxmere - Stay Safe Programme – Anihera Carroll  spoke to the application requesting funding of $5,841.00 for the delivery of a Well Being Expo to time with National Awareness Week in October 2018.

 

 

Application No. 18 - Hikoi Koutou Charitable Trust - Les Hokianga displayed a video presentation (CG-14-8-00039) and also spoke to the application requesting funding of $17,000.00 for whanau hauora plans developed for over 60 year olds in conjunction with Taiwhenua and Choices for a Well Being Programme.  Hikoi for life is about doing well and gang members must remove patches for classes.

 

 

Application No. 19 – Age Concern Havelock North Incorporated – Carole Winters and Wayne Bradshaw spoke to their application requesting total funding of $24,170.00 for the delivery of three projects being a Community Christmas Day Luncheon, Lifestyle Expo and  Drop in services.  Acknowledged the work of Heretaunga Seniors who provide a comprehensive range of activities.

·       Contact Upstart Magazine who may be able to provide some sponsorship.

 

 

Application No. 21 - Heretaunga Women’s Centre, Margot Wilson together with Councillor Lawson displayed a powerpoint presentation (CG-14-8-00035) and spoke to their application requesting funding of $18,000.00 for the provision of programmes to develop resilient women, offering an expanded service including self-development skills, support groups, spiritual development, and support for young women.

 

 

Application No. 22 – Hastings Women’s Refuge, Bronwyn Harman and Shaun Hill displayed a video presentation (CG-14-8-00040) and also spoke to their application requesting funding of $25,000.00 for access to the Safe House by women and children affected by domestic violence into a supportive environment to enable them to begin to build new lives. 

 

Circulated at the meeting was an information sheet (CG-14-8-00049) on the Hastings Women’s Refuge.

 

 

Application No. 25 - Flaxmere Baptist Church - Christmas Cheer food parcelsPastor Andrew and Jo Reyngoud spoke to their application requesting funding of $9,000.00 for the co-ordination of the annual Christmas Cheer parcel assembly and distribution to families in need in the community.

 

 

Application No. 26 – Hearing Hawke’s Bay – Carolynne Riley spoke to the application requesting funding of $15,000.00 for presentations  on “Noise Induced Hearing Loss” to pre-schools and community groups on preventing hearing loss.

 

Circulated at the meeting was an information sheet (CG-14-8-00050) on noise induced hearing loss.

Application No. 33 – Te Aranga Marae Trust – Shona West (Chair, U-Turn NZ) spoke on behalf of Henare and Pam O’Keefe to the application and requested funding of $21,700.00 for the Flaxmere Boxing Academy which was run from the Flaxmere Community Centre, with 220 members for adults and children and pastoral care.

 

 

Application No. 27 – Te Taitimu Trust - Zack Makoare – spoke to the application requesting funding of $18,000.00 for three Wanaga events covering the topics of spiritual development.  Each year Te Taitimu Trust prepared and provided wananga and events with aspirations and inspirations that prepare young people for everyday life and to confront potential challenges and experiences they will encounter as they grow into adults. 

 

The 2016/17 audit accounts for the Trust were circulated (CG-14-8-00043) and the meeting was advised that the Trust was in the process of finalising the 2017/18 accounts.

 

 

Application No. 30 – Christian Lovelink Napier/Hastings Incorporated - Ian Jones circulated information (CG-14-8-00048) and spoke to the application requesting funding of $1578.00 for delivery truck running costs incurred for collection of donated goods for distribution to referred families.

 

 

Application No. 32 - Peoples Advocacy Society Incorporated Christine Smith and Renata Leyman spoke to the application and requested $9,120.00 for costs to run the service to assist people in Hastings who are experiencing problems with Work and Income, Inland Revenue and Studylink.

 

Mayor Hazlehurst rejoined the meeting at 1.30pm.

 

 

Application No. 34 - HB & East Coast Aero – Peter Stairs displayed and spoke to a powerpoint presentation (CG-14-8-00036) providing an overview of the application for aviation skills training for Youth.  The requested funding of $16,000.00 was sought for provision of training that was not provided in schools, e.g. engineering and machinery skills.

 

Mr Stairs circulated a quote for an engine for the new plane (CG-14-8-00046) from Colin Alexander.

 

 

Application No. 35 - iHow Charitable Trust 35 - Suzanne Carpenter spoke to the application and requested funding of $7,400 for three hour course to teach driver licence theory through to sitting the learner driving test.

 

 

Application No. 36 - Youth Development Trust – Jude Minor and Gwyn John (Regional Manager) spoke to the application and requested funding of $10,000 for the Graeme Dingle Foundation Stars Programme to strengthen Flaxmere College pupils.

 

Mayor Hazlehurst withdrew from the meeting at 1.45pm.

 

 

Application No. 38 - Inspire in Education - Conrad Waitoa displayed a powerpoint presentation (CG-14-8-00031) and spoke to his application requesting funding of $25,000 for Maori Culture and Identity programme for schools.

 

 

Application No. 41 -  Irongate School - Maurice Rehu accompanied by ten pupils from Irongate School spoke to the application and requested funding of $10,050 for the “Prepare to Succeed Programme” delivered by Purena Koa Youth Services.

 

 

Application No. 42 – Leg Up Trust – Sandy Dooney displayed a powerpoint presentation (CG-14-8-00032), spoke to the application and requested funding of $10,000 towards service costs to work with 6 students at a time using horses to gain confidence and social skills.

 

 

Application No. 43 - Squadron Air Training – John McNeil spoke to the application and requested funding of $5,000.00 for the flying and gliding costs for the Air Training Corps Flying Camp which is being held during May 2018 at Bridge Pa.

 

Mr McNeil circulated additional information (CG-14-8-00047) at the meeting in regard to the flying and gliding experience camp.

 

 

Application No. 44 - HB Youth Consumer Council - Dallas Adams spoke to her application and requested funding of $7,850 for a youth advocacy service that communicates the youth voice to health providers.

 

Mayor Hazlehurst rejoined the meeting at 3.20pm.

 

 

Application No. 46 - Centenary Legacy - Ron Rowe spoke on behalf of the Centenary Legacy Trust to the application and requested funding of $13,000 for an Internship programme for Fallen Soldiers.

 

To mark the organisation's centenary, it had partnered with the Hawke's Bay District Health Board to help young people launch their healthcare careers.  The DHB had already been running a scheme, Programme Incubator, which offered support for students during their secondary and tertiary years.

 

The trust would focus on disadvantaged students and once qualified they would go on to care for and act as role models in their communities.

 

Mr Rowe circulated a brochure (CG-14-8-00045) on the Centenary project.

 

 

Application No. 47 – Prima Volta Charitable Trust – Anna Pierard spoke to her application requesting funding of $30,000 for an opera programme for youth facing diversity.  The Trust received an operational grant of $7,000 in 2017.

 

This concluded the verbal presentations on applications.

The Subcommittee debated and considered each application on its merits and made the following recommendations based on the outcome of these discussions.

A)     That the report of the Community Grants & Projects Advisor titled “2018 Annual Contestable Funding Round” dated 17/05/2018 be received.

B)     That the Community Grants Subcommittee reviews the applications to the 2018 contestable funding round; and

C)     That the following grants from the Contestable Grants Budget 2018/19 be made:

 

·       That Application No. 1 - Nourish for Nil be approved funding of $11,500.00 for one third of their rental cost at 1004 Karamu Road, Hastings for the redirection of food waste to nourish the community.

 

·       That Application No. 2 – Sustaining Hawke’s Bay be approved funding of $6000.00 to promote a programme on sustainable living.

 

·       That Application No. 3 - Waimarama Surf Life Saving Club  be approved funding of $5,000.00 for the development of younger surf life savers.

 

·       That Application No. 4 - Anderson Park Community Garden Group – be approved funding of $6,000.00 for the installation of a roof for shelter at the Anderson Park Community Garden.

e.    That Application No. 18 - Hikoi Koutou Charitable Trust requesting funding of $17,000.00 for whanau hauora plans developed for over 60 year olds in conjunction with Taiwhenua and Choices for a Well Being Programme be declined with the reason being that the Subcommittee considered this programme was funded by a National Body.

 

f.      That Application No. 24 - Fostering Kids NZ requested funding of $4,146.00 for a One Day Workshop November 2018 be declined with the reason being that the Subcommittee considered that there were applications that better addressed Council’s current and future needs.

 

g.    That Application No. 26 – Hearing Hawke’s Bay requested funding of $15,000.00 for presentations  on “Noise Induced Hearing Loss” to pre-schools and community groups on preventing hearing loss be declined with the reason being that the Subcommittee considers that there are applications that better addressed Council’s current and future needs.

 

h.    That Application No. 27 – Te Taitimu Trust requested funding of $18,000.00 for three Wanaga events covering the topics of spiritual development be declined with the reason being that the Subcommittee considered that there were applications that better addressed Council’s current and future needs.

 

i.      That Application No. 36 - Youth Development Trust requested funding of $10,000 for the Graeme Dingle Foundation Stars Programme to strengthen Flaxmere College pupils be declined with the reason being that the Subcommittee considered that there are applications that better addressed Council’s current and future needs.

 

j.      That Application No. 40 - Youthtown Incorporated requested funding of $23,634.00 for a Sports to Schools project be declined with the reason being that the Subcommittee considered that there are applications that had better addressed Council’s current and future needs.

 

k.    That Application No. 41 -  Irongate School requested funding of $10,050 for the “Prepare to Succeed Programme” delivered by Purena Koa Youth Services be declined with the reason being that the Subcommittee considered that there are applications that better addressed Council’s current and future needs.

 

l.      That Application No. 44 - HB Youth Consumer Council requested funding of $7,850 for a youth advocacy service that communicates the youth voice to health providers be declined with the reason being that the Subcommittee considered that funding should be sought from the Hawke’s Bay District Health Board.

The Subcommittee considered that perhaps a “cap” be introduced for future applications not exceeding $15,000-$20,000 as it was not realistic to receive applications of $50,000.
