International Advisory Group Delegations
Fields of Activity
The Hastings District International Advisory Group is established to advise the Council on the development of education, scientific research, migration and cultural relationships with cities within China and the rest of the world, and develop relationships with ethnic communities in Hawke’s Bay through the knowledge and experience gained from our Sister City relationship with Guilin.
Membership (10)
· Chairman – a Councillor appointed by the Council
· Hastings District Mayor
· 2 other Councillor members appointed by the Council
· 1 representative of the Hawke’s Bay Branch of the New Zealand China Friendship Society
· 1 representative of the Hawke’s Bay Chinese Association
· 2 representatives of the Multicultural Association Hawke’s Bay
· 1 representative of the Education Link Group
· 1 representative of the Hastings District Youth Council
· Up to 2 other members may be co-opted at any time
Quorum – 5 members including not less than two Councillor members.
Delegated Powers
1. To promote and oversee sister city activity between Guilin and Hastings District such as delegation visits and cultural exchanges.
2. To support the development of relationships between Hastings District or Hawke’s Bay based educational establishments with those in China and the rest of the world.
3. To report its work and progress to the Social Development and Culture Committee.
Meetings
Meetings will be held a minimum of 3 times a year. These are to be advertised as public meetings, and will be fully serviced by Democratic Support.

Lantern Festival Event Sponsorship Proposal |

Discussion took place regarding the Lantern Festival Event and the sponsorship proposal of $7,000 requested for the 2019 event. It was felt that this event should be improved on and “grown” each year and suggestions included extending the event outside the existing confines into part of the wider park area – e.g. around the duck lake.
2019 would be the tenth anniversary of this event, which should be celebrated. It was suggested that Council be approached and asked if it would consider supporting the 2019 event by providing extra funding.

A) That the report of the Economic Development Manager titled “Lantern Festival Event Sponsorship Proposal” dated 16 May 2018 be received.
B) That $7,000 from the International Advisory Group budget be used for sponsorship support for the 2019 Lantern Festival Event.
C) That an approach be made to Council seeking additional funding for the tenth anniversary of the Lantern Festival Event. CARRIED |

Amazing China Face Race 2018 |

This event now came under the framework of the International Advisory Group (IAG). The IAG was being asked to make a financial contribution of $3,000 to assist in topping up the sponsorship amount for the Amazing China Face Race 2018, which would launch on 7 June 2018.
Cr Watkins had successfully run the event in 2006, 2008, 2015 and was now working on the 2018 event. The event had now been registered as a trademark with the Trademark Offices in Wellington. Costs had been $14,267 and $12,000 had been raised to date in sponsorship leaving approximately a $3,000 shortfall.
The China Culture Centre was part of this year’s event and involved in the sponsorship and there would be television coverage on China TV. This would be a great opportunity to promote HB schools. Cr Watkins and Jenny Too would discuss whether this event could be tied in with Chinese Language Week.

Diversity Strategy |

The Diversity Strategy celebrated the benefits of the multiculturalism and diversity in Hastings and the Council wanted everyone to be able to access services and events and to participate fully in the community. A Working Group was proposed to develop aspects of the strategy in a way that Council can support them and in turn provide an umbrella to co-ordinate a range of events.
Cr Travers and Ms Stettner had initially discussed the proposal and the importance of obtaining information on the makeup of the Hastings community which had significantly changed in the past five years. The census data was due to be released which would provide an updated picture of the ethnic groups in the Hastings District. Other avenues could also be explored such as local health providers and churches.
NZ Immigration had issued a “Welcoming Communities” Document involving five pilot councils. A copy of the document would be circulated to the IAG members. There was a lot of enthusiasm within the IAG for this project and Ms Stettner would keep the Group updated.
The IAG supported Mrs Rizwaana Latiff, Mrs Jenny Too and Councillor Watkins being nominated as members of the Diversity Strategy Working Group. The following additional names were also suggested for consideration by Ms Stettner: Hena Dugh and Abigail Masengi (both Youth Council members).

With the reasons for this decision being that the objective of the decision will contribute to meeting the current and future needs of communities for good quality local public services in a way that is most cost-effective for households and business by developing a Strategy that enables Council to better engage with and understand the needs of different cultural communities in Hastings. Education Link Group Sue Padfield gave an update on the activities of the Education Link Group. Two students were proposed for an upcoming student exchange – Holly Barclay and Niamh Edwards. It was hoped that a teacher exchange would take place in July for a week, with the teachers also bringing students with them who would stay here for a month.
Special permission had been granted by the Ministry of Education to enable Chinese exchange students to obtain free education in NZ.
Multicultural Association Hawke’s Bay Rizwaana Latiff advised that the Chair of the NZ Federation of Multicultural Societies will be attending an event on Monday, 21 May in the Landmarks Room and all IAG members are invited to attend.
Asians in the Bay event - Rizwaana Latiff reported that it had been hoped to hold this year’s event in the Opera House but it won’t be ready. Possible alternate venues were discussed.

SUBJECT: Report on trip to China by Hawke's Bay Youth Orchestra in April 2018
1.0 SUMMARY
1.1 The purpose of this report is to advise that a power point presentation (Council Records Document CG-14-40-00012) was made by Charlotte van Asch and Sharon Jenkinson to the Education Link Group meeting on 3 May 2018 regarding the visit to China by the Hawke’s Bay Youth Orchestra (17-27 April 2018). This visit to China by the orchestra was a return visit after the Childrens’ Palace had come to Hastings in 2017.
1.2 A more detailed report on this trip will be presented to the International Advisory Group meeting on 12 September and a copy of the presentation is attached to this report (CG-14-10-00024).
2.0 RECOMMENDATIONS AND REASONS That the report of the Economic Development Manager titled “Report on trip to China by Hawke's Bay Youth Orchestra in April 2018” dated 12/09/2018 be received.

1.0 INTRODUCTION
1.1 This is a covering report to advise that the NZ China Friendship Society has requested that the following two matters be included on the agenda for the International Advisory Group’s meeting on 12 September 2018.
1.2 The first item is to advise that the NZ Guilin Fellowship Association is holding its AGM and dinner plus entertainment in Hastings on Saturday, 29 September 2018 from 7pm to 9pm. Once further information is at hand it will be distributed to the IAG members.
1.3 The second item is an update on the Kaifeng student visit to Hawke’s Bay - a brief written report will be circulated at the IAG meeting on 12 September.

SUBJECT: Mayor Sandra Hazlehurst - Report on 2018 Asians in the Bay Awards
1.0 SUMMARY
1.1 The purpose of this report is to update the group about the Asians in the Bay Awards held on Monday 7 August 2018.
1.2 The annual awards were held at the Havelock North Function Centre, with Hastings Mayor Sandra Hazlehurst attending as a guest speaker.
1.3 Other attendees included Napier Mayor Bill Dalton, Tukituki MP Lawrence Yule, Parliamentary Under-Secretary for Ethnic Communities and Labour MP Michael Wood, Police Inspector Rakesh Naidoo from the Human Rights Commission and other Councilors.
1.4 The awards are given to outstanding Asian students, cultural groups and businesses in Hawke’s Bay.
1.5 The 2018 winners of the Asians in the Bay Awards were:
Best Asian Restaurant – Rasoi Indian Restaurant from Napier
Best Asian Business – Farmhouse Limited from Havelock North
Best Asian Secondary Student – Abigail Masengi from Karamu High School
Best Asian Community Group – Indian Mums Group from Hastings
Best Asian Tertiary Student – Prabhjot Kaur from EIT’s nursing school.

SUBJECT: Sue Padfield - Update on the International Student Exchange with Guilin Zhongshan Middle School
1.0 INTRODUCTION
1.1 Sue Padfield has been invited to present an update report to the International Advisory Group at its meeting on 12 September 2018, regarding the international student exchange with Guilin Zhongshan Middle School.
1.2 This has been a year of personel changes in Hastings Girls, Hastings Council, and Zhongshan Middle School. There have been some communication difficulties with Guilin also. Unfortunately we could not organise a teacher exchange this year. Perhaps we can get one next year.
1.3 He Xin has been most helpful and we now have very good communication with our Sister School resulting in the arrival of two students for 4 weeks. We have two excellent home stay families one from Hastings Girls and one from Havelock High.
1.4 I met with both families several times prior to the student arrivals on 26 August and they report that the students are fitting in well with their families. The timing has not been ideal as our schools had exams for the first week and alternative activities had to be arranged. Both students are children of English teachers in Guilin and our host parents are also teachers. Havelock High is also teaching Mandarin and both of our girls are learning some which will be useful for the return visit.
1.5 It is my hope that the Council can find some funding to assist our students for the return visit as our host parents have really worked hard to make this visit a success. I would point out that Ed. Link has not had any funding for 3 years.
