2019 TRIENNIAL LOCAL AUTHORITY ELECTIONS) HELD IN THE Council Chamber, Ground Floor, Civic Administration Building, Lyndon Road East, Hastings ON Thursday, 7 November 2019 AT 1.00pm

and reconvened on tuesday, 19 november 2019

1.      Karanga and Karakia

A Pōwhiri to welcome the Mayor and Councillors had been held at Waipatu Marae in the morning prior to the officially swearing in ceremony in the Council Chambers.

 

Karanga:         Kahurangi Māori Dance Group

 

Following the Karanga the Chief Executive led the Mayor and Councillors into the Chamber for the meeting.  The Kahurangi Māori Dance Group performed an action waiata in front of the Mayoral table.

 

Karakia:           Kaumātua Jerry Hapuku gave the Karakia followed by the waiata He Hōnore.

The Chief Executive, (To’o Savili) Mr Bickle declared the meeting open and welcomed the Mayor, Councillors, members of their families and the public to the first meeting of the 2019-2022 triennium of the Hastings District Council.  

 

Mr Bickle gave an opening speech in Māori, Samoan and English outlining the process for the meeting commencing with the swearing in of the Mayor and Councillors.

 

Mr Bickle said it was also a great celebration of the diversity of the Council and organisation to have Hastings District Council’s first Pacific Island Councillor, Peleti Oli.  For the first time, Councillors had the opportunity to make their Declarations in either English or Te Reo Maori.

       The Seal Register was not tabled at this meeting.

          There were no declarations of conflicts of interest.

Making and Attesting of Declaration of the Mayor

The Chief Executive received and witnessed the oral declaration of Mayor Hazlehurst.

 

The Chief Executive, Mr Bickle gave a brief overview to the public of the significance of the robe, chain and hat:

 

·         The robe is an outward and visible sign of the distinction and authority which the citizens had conferred upon him by electing her as Mayor of the District.

 

·         The chain which is placed around the Mayor’s neck has a twofold significance. Firstly, it is (like the robe) a mark of distinction and favour and secondly, it is also an emblem of servitude. 

 

·         The hat which pointed both backwards and forwards suggested looking forward to the future with hope, courage and determination. 

 

The Chief Executive then invested the Mayor with her Insignia of Office.  He also presented Mayor Hazlehurst with a pounamu and bouquet of flowers.

 

 

Following the investing of robes and presentation to the Mayor a haka was performed within the horseshoe by the Tamatea 12th grade Rugby Players (which included children from Hastings Intermediate, Peterhead and Flaxmere Primary Schools), City Assist Officers and some staff members.

 

 

Mayor Hazlehurst welcomed Councillors, staff, family and friends to the meeting and thanked the people of Hastings for their support during the election campaign.

Making and Attesting of Declarations of Members

Mayor Hazlehurst then received and witnessed the oral declarations of each Member of the Hastings District Council, Bayden Bernard Barber; Alwyn Alexander Corban; Malcolm John Dixon; Damon John Harvey; Tania Joy Kerr; Simon John Harpur Nixon; Peleti Tavita Oli; Henare Ngaera O’Keefe; Ann Elizabeth Bennett Redstone; Sophie Molly Siers, Geraldine Barbara Leslie Travers and Kevin Victor Watkins.  The declarations were also witnessed by the Chief Executive.

 

Following the signing of their respective declaration, each Councillor gave a brief speech, thanking their family and community for their support and commenting on their aspirations for the next three years.

 

The declarations for Eileen Rose Lawson and Wendy Leigh Schollum would be taken at the reconvened meeting on 19 November 2019.

Proposed Schedule of Council and Standing Committee Meetings for November/December 2019 and interim appointment and delegation arrangements pending the introduction of the 2019-2022 Committee Structure

Councillor Watkins/Councillor Redstone

A)      That the Council receives the report titledProposed Schedule of Council and Standing Committee Meetings for November/December 2019 and interim appointment and delegation arrangements pending the introduction of the 2019-2022 Committee Structure”.

B)      That Councillor Kerr continue to Chair the Hastings District Licensing Committee until the new Committee Structure, Appointments And Delegations have been agreed by full Council at a future date, to enable applications under the Sale and Supply of Alcohol Act 2012 to be determined. 

C)     That the rollover of the 2016-2019 membership and delegations of the Temporary Road Closures Subcommittee (comprising Councillor Nixon and Councillor Watkins, Transportation Manager and Environmental Consents Manager) be approved to enable temporary road closures during November/December 2019 to be determined until the new committee structure and delegations have been agreed by full Council at a future date.

D)      That the rollover of the 2016-2019 Local Government New Zealand (LGNZ) Zone 3 representatives (Councillors Dixon, Harvey and Redstone, plus Mayor Hazlehurst) be approved for an interim period prior to the new appointments for the 2019-2022 triennium, in order that the Hastings District Council may be represented at the LGNZ meeting to be held in Palmerston North on 28 and 29 November 2019 until the new committee structure and delegations have been agreed by full Council at a future date.

E)      That the first ordinary meeting of the Council be Wednesday 27 November 2019 at 1.00pm.

Mayor Hazlehurst advised that as Councillors Lawson and Schollum were on leave she would defer the announcement of her appointment of Deputy Mayor until full Council was in attendance.

A)      That the Council defer consideration of the report titledAppointment of Deputy Mayor following 2019 Triennial Elections” to the reconvened Council meeting to be held on Tuesday, 19 November 2019.

Closing Speech

Mayor Hazlehurst closed the meeting saying that over the next twelve months they would build a 30 year plan which put “Our People” at the heart and the front of the work on the Council Vision for the Hastings District commencing in the New Year.

Making and Attesting of Declarations of Members (cont’d)

Mayor Hazlehurst welcomed Councillors, staff, family and friends to this reconvened council meeting.

 

Mayor Hazlehurst received and witnessed the oral declarations of Eileen Rose Lawson and Wendy Leigh Schollum as Members of the Hastings District Council.

The declarations were also witnessed by the Chief Executive.

 

Following the signing of their respective declaration, each Councillor gave a brief speech, thanking their family and community for their support and commenting on their aspirations for the next three years.

 

Councillor Corban joined the meeting during this item – at approximately 9.45am.

 

Mayor Hazlehurst made some comments acknowledging the new council as the “Class of 2019-2022”.

 

The Kahurangi Māori Dance Group led the waiata “Haere Mai”.

 

 

 

8.

Appointment of Deputy Mayor following 2019 Triennial Elections (cont’d)

(Document 19/1012)

 

 

 A letter from Mayor Hazlehurst was circulated (CG-07-5-4-19-231) appointing Councillor Kerr as Deputy Mayor , as of 14 November 2019, under powers vested in the Mayor under section 41A (3) (a) of the Local Government Act 2002.

Councillor Kerr was presented with a bouquet of flowers.  In her acceptance comments, Councillor Kerr acknowledged the honour that had been paid to her by this appointment and thanked her fellow councillors and the council officers for their support.

B)     That it be noted that in accordance with Section 41A of the Local Government Act 2002 the Mayor has appointed Councillor Kerr as Deputy Mayor.

Presentation of Coat of Arms Badges by the Mayor to the three new councillors this term – Councillors Siers, Corban and Oli.  The meaning of the various components of the coats of arms was explained.  These components highlighted the fertility and prosperity of the Hawke’s Bay region.

The Kahurangi Māori Dance Group performed a waiata and haka.

Mayor Hazlehurst made some closing comments to conclude the meeting.
