MINUTES OF A MEETING OF THE Hastings District Rural

 Community Board FOLLOWING THE 2019 TRIENNIAL ELECTIONS HELD IN THE Council Chamber, Ground Floor, Civic Administration Building, Lyndon Road East, Hastings ON  

Thursday, 7 November 2019 AT 3.30pm

IN ATTENDANCE:             Chief Executive (Mr N Bickle)

Chief Financial Officer: (Mr B Allan)

Manager: Democracy and Governance Services (Mrs J Evans)

Democracy & Governance Advisor (Mrs C Hunt)

 

AS REQUIRED:                  Family and friends of elected members, council staff and members of the public were present in the gallery.

The meeting was opened with the Chief Executive, Mr Bickle in the Chair.  Mr Bickle remained in the Chair until the Board had elected its Chair.

There were no declarations of conflicts of interest.

 

3.         Confirmation of Minutes There were no minutes to confirm.

Declarations of Rural Community Board Members

The Chief Executive received and witnessed the oral declarations of the Rural Community Board members Marcus Prochl Buddo, Nicholas William McRae Dawson, Susan Clare Maxwell, Jonathan Ian Stockley and Council Appointees to the Board Tania Joy Kerr and Sophie Molly Siers.

A)        That the Hastings District Rural Community Board received the report titled Declarations of Rural Community Board Members.

 

CARRIED 

 

 

Mayor Hazlehurst congratulated the Rural Community Board members and said she was looking forward to working with them for the  next three years.

 

5.

Voting Systems for Certain Appointments

Councillor Kerr/Mr Dawson

A)        That the Hastings District Rural Community Board receives the report titled Voting Systems for Certain Appointments.

 

B)       That, for the election of the Chair and Deputy Chair of the Hastings District Rural Community Board, the Board use the system called in this report System A, as provided for by the Local Government Act 2002.

6.

Election of Chair and Deputy Chair

(Document 19/1028)

 

 

The Chief Executive called for nominations for the role of Chair with two nominations received being Susan Maxwell and Nicholas Dawson.

 

The Chief Executive invited both nominees to speak to the Board on their aspirations on becoming Chair.

 

Following a hand vote Mr Dawson was duly elected Chair.

 

Councillor Kerr on behalf of the Board acknowledged Mrs Maxwell’s work and dedication for the last ten years and her commitment to the rural community as a Board member and latterly as Chair, following the resignation of Peter Kay.

A)      That the Hastings District Rural Community Board receives the report titled Election of Chair and Deputy Chair.

B)     That Mr Nicholas Dawson be appointed as Chair of the Hastings District Community Board for the next triennium 2019-2021.

 

CARRIED 

 

DECLARATION OF CHAIRPERSON

The Chief Executive then received and witnessed the oral declaration of Mr Nicholas Dawson, as Chair of the Hastings District Rural Community Board.

 

 

The Chief Executive then called for nominations for the role of Deputy Chair.

 

Mr Dawson/Councillor Siers

That Councillor Kerr be appointed as Deputy Chair of the Hastings District Rural Community Board for the next triennium 2019-2021.

There being no further nominations, Councillor Kerr was declared elected as Deputy Chair to the Hastings District Rural Community Board.

CARRIED 

The newly elected Chair, Mr Dawson, assumed the Chair and continued the meeting.

A)      That the Hastings District Rural Community Board receives the report titledConflicts of Interest”.

Legislation Affecting Members

9.

Remuneration for the New Term of the Hastings District Rural Community Board

(Document 19/1032)

 

Mrs Maxwell/Councillor Siers

A)      That Hastings District Council Rural Community Board receives the report titledRemuneration for the New Term of the Hastings District Rural Community Board”.

B)     That the Hastings District Rural Community Board note that the following remuneration is payable to members:

 

·    Community Board Chairperson          $15,036.00

·    Community Board Member                    $7,518.00

Date of First Ordinary Meeting

Due to the unavailability of the Chair on 2 December 2019, the Board agreed to 9 December 2019 as the date for the first ordinary meeting.

B)     That the first ordinary meeting of the Hastings District Rural Community Board be held on Monday, 9 December 2019 commencing at 2.00pm.
