KARANGA AND KARAKIA

 

The meeting was livestreamed to the Council website and facebook.

 

A pōhiri to welcome the Mayor and Councillors and Rural Community Board members had been held at Waipatu Marae earlier in the day.

 

The Kahurangi Māori Dance Group performed a karanga to call in the Mayor and Councillors, led by the Chief Executive, into the Council Chamber.

 

Waiata – He Honorē

Kaumātua Jerry Hapuku gave the opening karakia and mihi.

 

Chief Executive, To’osavili Nigel Bickle gave his opening speech in Te Reo, Samoan and English. He declared the meeting open and welcomed the Mayor, Councillors, whānau and supporters to the first meeting of the Hastings District Council for the 2022-2025 triennium.  He congratulated the Mayor and Councillors and thanked Kaumātua Jerry Hapuku and the Kahurangi Māori Performing Arts Group.

 

He spoke of the significance in having 3 elected representatives of the Takitimu Māori Ward for the first time in the history of the Council.  He also acknowledged the other 3 newly elected members of Council and everyone who had been elected unopposed and re-elected.

 

Mr Bickle outlined the process for the meeting commencing with the swearing in of the Mayor and Councillors.

 

 

5.

Making and Attesting of Declaration of the Mayor

The Chief Executive called up Mayor Sandra Hazlehurst who welcomed everyone to the meeting.  Mayor Hazlehurst made her oral declaration which was duly witnessed by the Chief Executive.

 

Mr Bickle invested the Mayor with her Insignia of Office and gave a brief overview of the significance of the mayoral regalia – robes, hat and chain.  He then handed the proceedings over to the Mayor.

 

 

 

 

 

6.

Making and Attesting of Declarations of Elected Members

Mayor Hazlehurst then received the oral declarations in (English or Te Reo) of Councillors Ana Leith Apatu; Marcus Proehl Buddo; Alwyn Alexander Corban; Michael Bruce Fowler; Henry Oliver Ryder Heke gave his inaugural speech in Te Reo and English and made his oral declaration in Te Reo followed by a waiata; Kellie Ann Marie Jessup gave her inaugural speech in Te Reo and performed a waiata after making her declaration; Tania Joy Kerr; Eileen Rose Lawson; Renata Heremaia Nepe gave his inaugural speech in Te Reo and made his declaration in Te Reo followed by a waiata performed by Kahurangi; Simon John Harpur Nixon; Ann Elizabeth Bennett Redstone; Wendy Leigh Schollum and Kevin Victor Watkins. Councillors when making their declarations gave their inaugural speech and paid tribute to their former colleagues and thanked their whānau and supporters.

 

The written declarations were witnessed by the Mayor and Chief Executive.

 

After each declaration, the Chief Executive took the Councillor to their seat at the Council table.

 

Councillor Dixon had extended apologies for lateness and made his declaration later in the meeting.  Councillor Harvey had extended apologies for absence and would make his declaration at the next full Council Meeting.

 

 

The meeting then addressed the remaining agenda items.

That apologies for absence from Councillor Harvey and for lateness from Councillor Dixon be accepted.

7.

Appointment of Deputy Mayor Following 2022 Local Government Triennial Elections

Mayor Hazlehurst spoke in support of her proposed appointment of Councillor Tania Kerr as Deputy Mayor.

A)        That the Council receive the report titled Appointment of Deputy Mayor Following 2022 Local Government Triennial Elections dated 3 November 2022.

B)        That Councillor Tania Kerr be appointed as Deputy Mayor.

Deputy Mayor Councillor Kerr thanked the Mayor and Councillors and spoke of the honour of working as Deputy for Mayor Hazlehurst over the past few years.

 

Mayor Hazlehurst advised that appointments to committees would be made at the 8 December Council Meeting.

Interim Appointment and Delegation Arrangements Pending the Introduction of the 2022-2025 Committee Structure and Proposed Schedule of Meetings for November/December 2022

A)        That the Council receive the report titled Interim Appointment and Delegation Arrangements Pending the Introduction of the 2022-2025 Committee Structure and Proposed Schedule of Meetings for November/December 2022 dated 3 November 2022.

B)        That the rollover of the 2019-2022 delegations and membership of the Civic and Administration Subcommittee be approved and Council appoint Councillors Dixon, Nixon, Harvey, Lawson, Schollum, Watkins and Councillors Apatu and Heke to this Committee in the interim.

C)        That the rollover of the 2019-2022 delegations and membership of the Joint Waste Futures Project Steering Committee be approved and Council appoint Councillor Redstone, Councillor Nixon and Councillor Buddo to this Committee in the interim.

D)        That the rollover of the 2019-2022 Heads of Agreement for the Ōmarunui Refuse Landfill Joint Committee be approved and Council appoint Councillors Redstone, Nixon, Lawson and Councillor Apatu to this Committee in the interim.

Mayor Hazlehurst addressed the meeting and thanked Kaumātua Jerry Hapuku and Kahurangi for their contribution to the Inaugural Council Meeting.

 

She spoke of the honour of leading the district for the next three years, and the privilege of representing the people of Heretaunga Hastings, and to lead a dynamic, diverse, passionate and strong team committed to working hard for the people.  Mayor Hazlehurst also expressed her excitement for Council to have its first Takitimu Māori Ward representatives around the table.  She acknowledged past members who helped form and implement plans for the future, including:

 

completion of the 5 year investment in safe drinking water infrastructure and the opening of Waiaroha, Homes for Our People, Hastings Alive CBD revitalisation plan, It’s Fabulous Flaxmere Time focus, Stage 1 of Civic Square development will commence, master plan for Tomoana Showgrounds, development community partners on Heretaunga House.  People living in the first apartments in the city.  The opening of the first hotel next year; impending build of the Regional museum storage facility and will prioritise Aroha Camberley and Stunning Stortford. Celebrating Hastings 150th birthday next year.

 

Mayor Hazlehurst referred to challenges ahead, including navigating changes in the future of Local Government.

 

 

Councillor Dixon joined the meeting at 2.24pm.

Mayor Sandra Hazlehurst received the oral declaration of Malcolm John Dixon which was witnessed by the Mayor and Chief Executive.

 

 

Kaumātua Jerry Hapuku gave the closing kōrero and karakia.
