The meeting commenced with the Chief Executive, To’osavili Nigel Bickle in the Chair.

 

OPENING PRAYER - KARAKIA

 

Pou Ahurea Matua – Principal Advisor: Relationships, Responsiveness & Heritage, Dr James Graham gave the opening karakia.

 

 

Mr Bickle declared the meeting open. He congratulated the newly elected members of the Rural Community Board on behalf of the Chief Executive and staff who were looking forward to working with them over the triennium.

 

Mr Bickle then made opening remarks including a brief history of the Board, an important governance group at Hastings District Council, there to represent those in Hastings’ rural communities.

The board was first elected in 1992, not long after the amalgamation in 1989 of Havelock North and eight of the 10 old ridings (areas) of the former Hawke’s Bay County Council, as well as part of Taupō County to form the Hastings District Council.

Four of the seven members are community board members elected by the rural subdivisions of Maraekākaho, Kaweka, Poukawa and Tūtira; and three members are Council appointees, being the Mōhaka and Kahurānaki Ward Councillors and one Takitimu Māori Ward Councillor.

As the voice of the rural community, the Board looks after  some rural matters for which the Council is responsible.

The Rural Community Board is not a Committee of Council and the Board elects its own Chairperson. 

Mr Bickle then outlined the process for the meeting.  He would receive and witness the oral declarations of each of the members, including the Council appointees, and Chair the meeting until the Board had elected its Chairperson.  The Chairperson would then make his or her declaration as Chair of the Rural Community Board, and assume the Chair for the remainder of the meeting.

Declarations of Rural Community Board Members

 The Chief Executive, Mr Bickle received and witnessed the oral declarations of the Rural Community Board Members Isabelle Sally Crawshaw, Abby Jane Morley, Vicki Jane Scoular, Jonathan Ian Stockley and Council Appointees to the Board Tania Joy Kerr, Marcus Proehl Buddo and Ana Leith Apatu.  After making their declarations, members made their introductory remarks.

 

 

Mayor Sandra Hazlehurst extended her congratulations to the new Hastings District Rural Community Board, and referred to the Board’s strong reputation nationally.  The Mayor and Council was looking forward to working more closely with the Board in the future.

Voting Systems for Certain Appointments

 It was noted that the meeting would only need to consider this report if there was more than one nomination for the positions of Chair or Deputy Chair.

Election of Chair and Deputy Chair

Mr Bickle called for nominations for the position of Chair of the Hastings District Rural Community Board.

 

 

 

Isabelle Crawshaw/Councillor Buddo  

That Jonathan Stockley be appointed as Chair of the Hastings District Rural Community Board for the next triennium 2022-2025.

There being no other nominations, Jonathan Stockley was declared elected as Chair.

The Chief Executive then received and witnessed the oral declaration of Jonathan Stockley as Chair, of the Hastings District Rural Community Board. 

 

Mr Stockley in his opening remarks thanked everyone for their support and privilege of being elected Chair.  He also referred to the significance of this triennium being the first with a Takitimu Ward Councillor on the Board.

 

The Chair, Mr Stockley, assumed the Chair and called for nominations for the position of Deputy Chair.

That Isabelle Crawshaw be appointed as Deputy Chair of the Hastings District Rural Community Board for the next triennium 2022-2025.

There being no other nominations, Isabelle Crawshaw was declared elected as Deputy Chair.
