The Chair of the Civic Development Subcommittee, Cr Dixon, welcomed Rebekah Dinwoodie, Group Manager:  Community Wellbeing & Services, as the officer responsible for this Subcommittee for the new (2022-2025) triennium.

There were no declarations of conflicts of interest.

 

 

3.         Confirmation of Minutes - Te Whakamana i Ngā Miniti

This was the first meeting of this Subcommittee so there were no previous minutes to confirm.

Temporary Road Closures - Horse of the Year - 6 March 2023 and Nest Fest Music Concert - 14 January 2023

The Network Controls Manager, Alf Johnson, spoke to the agenda report and responded to questions from the meeting.  He advised that the signed Resident Visiting Forms, in relation to the proposed Nest Fest music concert on 14 January 2023, had not yet been received.

 

Councillor Harvey/Councillor Fowler

A)        That the Civic Development Subcommittee receive the report titled Temporary Road Closures - Horse of the Year - 6 March 2023 and Nest Fest Music Concert - 14 January 2023 dated 15 December 2022.

B)        That the Civic Development Subcommittee approve the following temporary road closures subject to no submissions or objections having been received in respect of these applications, with both events needing to comply with any Covid-19 provisions in force as at the dates below; and with approval for the Nest Fest music concert also subject to the signed Resident Visiting Forms being received prior to the date for that event:

i.    Horse of the Year: Elwood Road from Otene Road to Karamu Road.  The road closure will be between 6.00am on Monday, 6 March 2023 to 7.00am on Monday, 13 March 2023.  The purpose of this road closure is to hold the Horse of the Year event.

ii.   Nest Fest Concert: Caroline Road from Warwick Road to Kenilworth Road, Conway Street, Harlech Street, Caroline Place, Woodstock Avenue, Kenilworth Road and Elwood Road from Otene Road to Karamu Road. The road closures will be between 8.00am on Saturday, 14 January 2023 to 3.00am on Sunday, 15 January 2023.  The purpose of these road closures is to hold a music concert.

 

Subject to the following conditions to be complied with to the satisfaction of the Group Manager: Asset Management:

i.         These events are conducted in accordance with the New Zealand Transport Agency Code of Practice Temporary Traffic Management (CoPTTM).

ii.        The Traffic Management Plans including provision for appropriate signage is approved by the Traffic Management Coordinator acting under delegated authority.

iii.       The Traffic Management Plans must be complied with including any specific conditions.

iv.       Copies of the relevant liability insurance policies are received.

v.        That the cost of all advertising is met by the event organiser/s.

vi.       Emergency Services are contacted regarding the holding of this event with details of the dates, locations and time frames.

vii.      As per the Traffic Management Plan provisions - all emergency services will be accommodated and access provided through the sites as required.

viii.     The applicant/s are responsible under the Health and Safety at Work Act 2015 for all health and safety risks associated with this activity and must take reasonably practicable steps to ensure the safety of all persons during these temporary road closures.

ix.     The applicant/s have in place at all times, appropriate Health and Safety measures (to prevent harm to any persons), including (but not limited to) any measures provided for in the submitted Health and Safety Plans including any conditions attached.
