The meeting opened with Deputy Chair, Councillor Chad Tareha in the Chair.  Councillor Tareha remained in the Chair until Item 4 - Election of Chair and Deputy Chair.

 

Principal Advisor: Relationships, Responsiveness & Heritage Charles Ropitini gave a karakia and welcomed the guests from Wairoa District Council and members of the Joint Committee.

 

Chair, Māori Standing Committee – Henare Mita responded on behalf of Wairoa District Council.

That apologies for absence from Councillor Jessup be accepted.

There were no declarations of conflicts of interest.

 

3.         Confirmation of Minutes - Te Whakamana i Ngā Miniti

That the minutes of the Ōmarunui Refuse Landfill Joint Committee Meeting held Friday 21 June 2024 be confirmed as an accurate record.

Waste and Data Services Manager, Martin Jarvis, resumed the Chair and thanked Councillor Tareha for chairing previous meetings in his role as Deputy Chair of this Joint Committee. 

 

4.

Election of Chair

Mr Jarvis called for nominations for the role of Chair.

 

Election of Chair:

 

Councillor Tareha (NCC) was nominated as Chair by Councillor Apatu and seconded by Councillor McGrath.

 

As there were no other nominations, Councillor Tareha (NCC) was duly elected unopposed as Chair.

 

As the Deputy Chair was elected as Chair, Mr Jarvis called for nominations for the role of Deputy Chair.

 

Election of Deputy Chair:

 

Councillor Nixon (HDC) was nominated as Deputy Chair by Councillor Watkins and seconded by Alice Hughes.

 

As there were no other nominations, Councillor Nixon (HDC) was duly elected unopposed as Deputy Chair.

 

Councillor Apatu/Councillor McGrath

A)        That the Ōmarunui Refuse Landfill Joint Committee receive the report titled Election of Chair  and Deputy Chair dated 20 September 2024.

B)        That Councillor Tareha (NCC) be appointed as Chair of the Ōmarunui Refuse Landfill Joint Committee for the remainder of the 2022-2025 triennium.

C)        That Councillor Nixon (HDC)  be appointed as Deputy Chair of the Ōmarunui Refuse Landfill Joint Committee for the remainder of the 2022-2025 triennium.

Councillor Tareha then resumed the Chair for the remainder of the meeting.

 

5.

Wairoa District Council Solid Waste Disposal

The Chief Executive of Wairoa District Council – Kitea Tipuna, expressed their appreciation in allowing them to present their request to this Joint Committee.  Kitea Tipuna spoke to their request in the attached letter to the report in A) in regard to a 3 year short term arrangement whilst they engage with their community and a permanent solution for disposal of waste is established.

 

Waste and Data Services Manager - Martin Jarvis spoke to the report and along with Waste Planning Manager - Angela Atkins, responded to questions from the Committee.

 

Councillor Apatu spoke of her support and acknowledged all of the Wairoa District Council team for attending in person to present their request.

 

 

Councillor Nixon/Councillor Apatu  

A)        That the Ōmarunui Refuse Landfill Joint Committee receive the report titled Wairoa District Council Solid Waste Disposal dated 20 September 2024.

B)        That the Committee approve the request from the Wairoa District Council to accept up to 4,000 tonnes per annum of their solid waste at the Ōmarunui Landfill for a period of up to three years.

C)        That the Chief Executive, Hastings District Council (administrating authority of the Ōmarunui Landfill) be delegated authority to complete negotiations on mutually agreed terms and conditions for accepting Wairoa District Council solid waste.

The meeting adjourned at 1.22pm whilst the guests from Wairoa District Council departed

the room and the meeting resumed at 1.26pm.

Health, Safety & Wellbeing Update

Landfill Manager – Chris Morgan spoke to the report and responded to questions from the Joint Committee.

That the Ōmarunui Refuse Landfill Joint Committee receive the report titled Health, Safety & Wellbeing Update dated 20 September 2024.

7.

Ōmarunui Joint Landfill Annual Report for the Year Ending 30 June 2024

Waste and Data Services Manager - Martin Jarvis spoke to the report, gave a PowerPoint presentation (SW-7-1-24-539) and responded to questions from the Joint Committee.

 

Mr Jarvis pointed out that in paragraph 9.1 of the report it should read “Total revenue was 31.6% up on budget”.

 

Alice Hughes would like it noted, of the Joint Committee’s appreciation to all of the Landfill staff for  their hard work.

A)        That the Ōmarunui Refuse Landfill Joint Committee receive the report titled Ōmarunui Joint Landfill Annual Report for the Year Ending 30 June 2024 dated 20 September 2024.

B)        That the Committee receives the unaudited Ōmarunui Joint Landfill Financial Statement for the year ended 30 June 2024 and attached as Appendix 1 (CG-14-27-00073).

Councillor Watkins left the room at 2.17pm and did not return.
