The Chair, Mike Paku welcomed all members and visitors to the meeting.

That apologies for lateness from Councillor Heke and Mayor Hazlehurst be accepted.

That apologies for absence from Councillor Te Au-Skipworth, Tipene Cottrell, Tom Keefe, Ngaio Tiuka and Pōhatu Paku be accepted.

Leave of Absence had previously been granted to Councillor Jessup.

5.

Update on the Transport Recovery Programme: Mana Whenua Engagement

 

Document 24/534)

 

Transportation Community Liaison Officer, Aileen Campbell took the opportunity to acknowledge the support from everyone on the Committee and gave special thanks to Tipene Cottrell and Meihana Watson (Te Piringa Hapū o Ōmāhu), the Treaty Partners and Contractors.

 

Aileen Campbell spoke to her report, gave a PowerPoint presentation (CG-17-5-00080) and responded to questions from the Committee.

 

Meihana Watson congratulated Aileen on her leadership and guidance with Council and the training sessions that have been arranged in partnership with mana whenua.

That the Heretaunga Takoto Noa Māori Standing Committee receive the report titled Update on the Transport Recovery Programme: Mana Whenua Engagement dated 20 November 2024.

Papakāinga Development in Hastings District

Environmental Planner (Policy), Craig Scott spoke to the report and responded to questions from the Committee.

 

The Mayor joined the meeting at 1.36pm.

 

Councillor Heke joined the meeting at 1.37pm.

A)        That the Heretaunga Takoto Noa Māori Standing Committee receive the report titled Papakāinga Development in Hastings District dated 20 November 2024.

B)        That the Committee agree to defer any review of the Papakāinga Section to the District Plan until after the release of National Direction for Papakāinga Development in 2025.

7.

Update on the Waste Management Minimisation Plan

Councillor Apatu as Chair of the Joint Waste Futures Steering Project Committee introduced the report and handed over discussion to Waste Minimisation Specialist, Jordarne Wiggins and Honey Lee Blakeney-Cabot (Piki Projects).  Jordarne Wiggins also introduced Waste Minimisation Lead (NCC), Stefni Wilson. The officers responded to questions from the Committee.

 

It was noted that in paragraph 4.5 of the report:

Currently there are 65 proposed actions (attachment 4) ……

should read:

Currently there are 46 proposed actions (attachment 4) ……

Pou Ahurea Matua:  Principal Advisor, Relationships, Responsiveness & Heritage, Petera Hakiwai advised the Committee of the background around the chosen name.

A)        That the Heretaunga Takoto Noa Māori Standing Committee Meeting receive the report titled Affordable Housing Fund - Naming of Council's Senior Housing Development in Flaxmere dated 20 November 2024.

B)        That the Committee endorses the naming of Councils Affordable Housing Fund – Senior Housing Development as Te Pā Harakeke.

B)        That the Committee endorse the wāhi taonga and commercial strategy reviews as the principal priorities for the rolling review of the district plan for the current year.

B)        That the Committee provide recommendations for indicators/information to be included in the next SOE report.

Appointments to the Strategy and Recovery Committee and the Performance and Monitoring Committee

A)        That the Heretaunga Takoto Noa Māori Standing Committee receive the report titled Appointments to the Strategy and Recovery Committee and the Performance and Monitoring Committee dated 20 November 2024.

B)        That the report Appointments to the Strategy and Recovery Committee and the Performance and Monitoring Committee now be uplifted from the table.

The Heretaunga Takoto Noa Māori Standing Committee meeting held on 15 November 2023 had resolved as follows:

‘That the report titled Appointments to the Strategy and Recovery Committee and the Performance and Monitoring Committee be left to lie on the table and uplifted and addressed at a future Heretaunga Takoto Noa Māori Standing Committee meeting.

C)        That the Kōmiti recommend to the Council that Mike Paku be appointed as the second Heretaunga Takoto Noa Maōri Standing Committee appointee on the Strategy and Recovery Committee.

D)        That the Kōmiti recommend the appointment of Api Robin as the Heretaunga Takoto Noa Māori Standing Committee appointee on the Performance and Monitoring Committee.
