2.         Conflicts of Interest - He Ngākau Kōnatunatu

Cr Hana Montaperto-Hendry had declared a Conflict of Interest in regard to part of Item 4, in relation to the Taste Hastings application.  She withdrew from the table in regard to this application and took no part in discussion or voting.

 

 

 

 

3.         Confirmation of Minutes - Te Whakamana i Ngā Miniti

The Network Controls Manager, Cat Hancock, spoke to the agenda report and responded to questions from the meeting.

 

 

Councillor Fowler/Councillor Jessup

A)        That the Civic Development Subcommittee receive the report titled Temporary Road Closures – Motor Sport Event – Te Onepu Road from Route Position 1.350km (Gateway Rapid Rural number R135) to Route Position 4.560km on Sunday, 10 November 2024; Taste Hastings Heretaunga Street East (Blocks 200 and 300) from Karamu Road to Hastings Street; and Warren Street East and West, from Queen Street (100 Block) to Eastbourne Street East (100 Block) - Public Event on Friday, 8 November 2024.

B)        That the Civic Development Subcommittee approve the following temporary road closure/s subject to no submissions or objections having been received in respect of the application/s:

i.          Temporary Road Closures – Te Onepu Road from Route Position 1.350km (Gateway Rapid Rural number R135) to Route Position 4.560km on Sunday 10 November 2024. The purpose of the road closure is to hold a Motor Sport Event. 

ii.         Temporary Road Closures – for Taste Hastings Event - Heretaunga Street East (Blocks 200 and 300) from Karamu Road to Hastings Street; and Warren Street East and West, from Queen Street (100 Block) to Eastbourne Street East (100 Block) – on Friday 8 November 2024. The purpose of the road closures is to hold a Public Event.

 

Subject to the following conditions to be complied with to the satisfaction of the Group Manager: Asset Management:

i.             The event/s are to be conducted in accordance with the New Zealand Transport Agency Code of Practice Temporary Traffic Management (CoPTTM).

ii.            The Traffic Management Plan/s including provision for appropriate signage is approved by the Traffic Management Coordinator acting under delegated authority.

iii.           The Traffic Management Plan/s must be complied with including any specific conditions.

iv.           Copies of the relevant liability insurance policies are received.

v.            That the cost of all advertising is met by the event organiser/s.

vi.           Emergency Services are contacted regarding the holding of this event with details of the dates, locations and time frames.

vii.          As per the Traffic Management Plan provisions - all emergency services will be accommodated and access provided through the sites as required.

viii.         The applicant/s are responsible under the Health and Safety at Work Act 2015 for all health and safety risks associated with this activity and must take reasonably practicable steps to ensure the safety of all persons during the temporary road closures.

ix.           The applicant/s have in place at all times, appropriate Health and Safety measures (to prevent harm to any persons), including (but not limited to) any measures provided for in the submitted Health and Safety Plans including any conditions attached.

5.         Minor Items - Ngā Take Iti

                The Chair advised that, on 4 November, Sarah Austin-Smith, Manager of the Te Mata Park Trust had sent an email and letter (CG-17-14-00367 and CG-17-14-00368) requesting that the road closure of Te Mata Peak Road be brought forward to the earlier time of 7.00pm on 5 November to Sunday 1o November inclusive.  The aim of this request was for safety reasons during the Guy Fawkes.

 

                A number of officers and the Chairman had granted consent to this request and Cr Dixon was reporting this outcome to the meeting today.

 

6.         Urgent Items - Ngā Take Whakahihiri

                There were no extraordinary business items.
