There were no declarations of conflicts of interest.

 

4.         Confirmation of Minutes - TE WHAKAMANA I NGĀ MINITI

That the minutes of the Heretaunga Takoto Noa Māori Standing Committee Meeting held Wednesday 15 November 2023 be confirmed as an accurate record.

Tuia 2024

Tuia for 2024 were Shannon Nohokau and Harono Hokianga.  Shannon Nohokau introduced herself to the Committee and spoke about her time as Tuia and the opportunities she has been given with the Tuia programme.

 

Harono Hokianga was unable to attend this meeting.

 

The Mayor and Committee each acknowledged Shannon Nohokau as one of the Tuia for 2024.

That the Heretaunga Takoto Noa Māori Standing Committee receive the report titled Tuia 2024 dated 8 May 2024.

Pōhatu Paku joined the meeting at 1.15pm via zoom.

Waiaroha ki Te Mana o Te Wai

3 Waters Manager, Steve Cave introduced Honey Lee Blakeney-Cabot from Piki Projects.  Honey Lee spoke to the report and both responded to questions from the Committee.

 

Mayor Hazlehurst left the room at 1.15pm and rejoined at 1.20pm.

A)        That the Heretaunga Takoto Noa Māori Standing Committee receive the report titled Waiaroha ki Te Mana o Te Wai dated 8 May 2024.

B)        That the Committee endorse Waiaroha ki Te Mana o Te Wai and the four identified principles:

a.                Mātauranga Māori

b.               Mana Atua

c.                 Mana Tāngata

d.               Mana Taiao

C)        That the Committee recommend to Council that the Waiaroha ki Te Mana o Te Wai be adopted.

D)        That the Committee recommend to Council that they direct the Working Group to commence development of the policy in continued partnership with Mana Whenua.

E)         Obtain endorsement of the four principles from the other Territorial Authorities Māori Committees in Hawkes Bay, to enable development of policies that are aligned with all parties involved in Local Water Done Well.

CARRIED

 

Pōhatu Paku left the meeting at 2.05pm and did not return.

Class 4 and TAB Venue Policies Presentation

Environmental Planner (Policy), Junior Tuakana spoke to the report, gave a PowerPoint presentation (CG-17-5-00041) and responded to questions from the Committee.

 

Councillors on the Heretaunga Takoto Noa Māori Standing Committee abstained from voting on this item.

That the Heretaunga Takoto Noa Māori Standing Committee Meeting receive the report titled Class 4 and TAB Venue Policies Presentation dated 8 May 2024.

CARRIED

 

Councillor Jessup left the room at 2.23pm and returned at 2.25pm.
